Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey. Naval Surface Warfare Center, Crane Division located at the Naval Support Activity, Crane, IN is looking for companies with the capabilities and facilities to provide Commercial Off-The-Shelf (COTS), Non-Developmental Items (NDI), or near NDI for a; 7.62MM Suppressor and flash hider designed to interface with the HK417 Rifle (12 inch barrel) and a 7.62MM Direct Thread Suppressor - no flash hider no muzzle brake - designed to interface with the HK417 (16 inch barrel). Responses are requested of those suppliers who can provide 7.62MM Suppressors and muzzle brakes ready for test and demonstration purposes and that can meet the following criteria: The 7.62MM Suppressor and muzzle brake must meet the following: Weigh no more than (T) 20 ounces - (O) 15 ounces, overall length no greater than (T) 10 inches - (O) 6 inches, add no more than (T) 8 inches - (O) 5 inches length to the HK417 (12 inch or 16 inch barrel), provide minimum sound reduction of (T) 30dB - (O) 35dB, require NO tools for attachment/detachment. Companies are required to submit their recommendations for flash hiders and/or muzzle brakes. Companies are encouraged to provide production capability information as well as anticipated production timelines based on order quantities of: 25, 50, 75, 100 and 150 units. The 7.62MM Suppressor must meet the following 600 yard accuracy requirement of a ten shot group (firing 7.62MMx51 175 Grain HPBT ammunition): will not increase baseline HK417 accuracy (12 inch or 16 inch barrel) more than (T).5 MOA, (O).25 MOA, group shift must be repeatable and no greater than (T) 1 MOA, (O) 0 MOA. NSWC Crane is also interested in 1,000 yard accuracy performance. All interested parties are encouraged to submit company and product literature, white paper, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, and an estimated cost for price of test articles and production units, for the Government(s) consideration by 2:00 PM Eastern Standard Time on 23 NOV 2012. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
