Attachment 3-Past Performance Questionnaire Attachment 2-Contractor Staffing Change Report Attachment 1-Knowledge Portal Services Statement of Objectives Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation number is: OPM2613R0002 and is issued as a Request for Proposal (RFP). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-61 dated October 15, 2012. The North American Industrial Classification System (NAICS) code is 541519 and the small business size standard is $25.0 million. This procurement is unrestricted, allowing small and large businesses to submit proposals. The Office of Personnel Management (OPM) Human Resources Solutions (HR Solutions) enterprise provides services that assist the Federal Government in achieving their missions by partnering with agencies to provide effective human resource solutions that develop leaders, attract and build a high quality public sector workforce, and transform agencies into high performing organizations. This mission is also achieved by offfering services that enhance agencies' ability to attract and acquire specific talent. HR Solutions is comprised of the three components, Administrative Law Judge (ALJ), Emerging Solutions/HR Innovations, and Leadership and Talent Management Services (LTMS). Knowledge Management Portal is responsible for "incubating" and maturing the nascent management portal concept, originally developed in the Emerging Solutions Program Office. More broadly, this branch identifies and develops certain key HR innovations and work closely with LTMS to eventually transition newly developed and validated solutions to the appropriate LTMS organization(s) once the proof of concept phase is validated. In support of this mission, OPM needs to acquire a contractor to provide support of the Government Online Learning Center, Emerging Solutions Knowledge Portal, and e-Training Program. OPM intends to award a Firm-fixed Price Blanket Purchase Agreement (BPA) to an offeror that represents the best value to the government and mitigates the potential for risk as defined by the Program office, after an evaluation is performed in accordance with the evaluation factors in the solicitation. The contractor shall provide all labor, incidental materials, and other services necessary to render services under the resulting contract, see Statement of Objectives (SOO) detailed below. The period of performance is for five (5) years (base period of one (1) year plus four (4) one year option periods) from the date of award. Questions must be submitted via email to majesta.hartley@opm.gov no later than 5:00 PM EST on Monday, November 5, 2012. Proposals are due no later than 3:00 PM EST on Monday, November 26, 2012. Offerors are solely responsible for ensuring their offer is received at the designated place and time for receipt of offers. Vendors not registered in the System for Award Management (SAM) database and not registered in the VETS-100 database at the time the requirement is anticipated to be awarded will not be considered. Note: Communication with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the solicitation and/or exclusion of your proposal from this solicitation.
