Description
Site 512 DRAFT Performance Work Statement This is a follow-on requirement for non-personal guard services, to include equipment and personnel, at Site 512 in Israel. The contractor is required to possess and maintain a Secret Facility Clearance throughout the duration of the contract. Contractor employees are required to maintain, at a minimum, an Interim Secret Security Clearance to performance on this contract. Currently, the requirement is operating under a bridge contract, W564KV-12-C-0023. The bridge contract is the follow-on contract to W912CM-09-C-0003. The synopsis for W564KV-12-C-0023 was posted using solicitation W564KV-12-R-0034. However, due to the Fiscal Year change, the solicitation number was updated to W564KV-13-R-0002. The anticipated Period of Performance is 30 January 2013 to 29 January 2014, to include a two (2) month mobilization period, and will include three (3) one year option periods. In accordance with FAR 52.232-18, Availability of Funds (APR 1984), funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The NAICS code of this procurement is 561612. In accordance with FAR clause 52.237-1--Site Visit, a site visit is tentatively scheduled for 4 December 2012 and a Question and Answer Session on 5 December 2012 in Tel Aviv, Israel. These dates will be finalized in the solicitation when it is released. Offerors are urged to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. No more than two (2) individuals per company may attend the site visit due to the limited quantity of escorts available. E-mail the following personal information to SGT Austin via email at (Derek.W.Austin.mil@mail.mil) with a courtesy copy to 1SG Elliott (Kevin.T.Elliott.mil@mail.mil) AND CPT Unbehauen (michael.a.unbehauen.mil@mail.mil) no later than 7 days before the site visit, to arrange for installation access: - Last Name - First name - Social security or DOD ID number. Ensure you encrypt your E-mail if possible. - POC E-mail address to reply with their access approval or non-approval to site Exceptions will NOT be granted to the seven (7) days advance notice request to attend the site visit. Requests received with less than a seven (7) day advance notice will not be processed and access to the site will NOT be granted. PLEASE ***DO NOT*** send this personal information to the contracting office points of contacts, Attila Kovacs and Todd Stackhouse. Only send the information to the three (3) individuals identified above. Site Requirements: - 2 forms of picture identification (ID), one shall be a passport and the other ID shall be a Military ID, Drivers License or State issued ID. - You will receive an email confirmation of your site visit request. Your approval email, from one of the three individuals identified above, will contain your badge color and number. It is imperative that you have this information once you arrive at the site visit. Any additional information regarding the site visit will be provided by the 409th TCC contracting office. Attendees shall gather at 8:30 am local Israel time on 4 December 2012 (tentative date to be finalized in solicitation), in the lobby of the Sheraton Tel Aviv Hotel & Towers, 115 Hayarkon Street, Tel Aviv, 63573, Israel; web site: http://www.sheratontelaviv.com/. From there all participants will caravan to Site 512. Attendees are responsible for arranging their own transportation/rental cars as transportation to and from the site as well as any other transportation associated with this site visit will *not* be provided. A more detailed itinerary and additional information will be sent to attendees after they have been cleared for installation access. Although the site visit is not mandatory, attendance is highly encouraged. This is the only site visit scheduled and no other site visit will be conducted. The Government will not reimburse the contractor for any site visit expenses. All DOD Personnel and Official Contractors (incumbent) are required to reside at one of the following approved State Department Hotels. - Alexander Hotel - David Intercontinental - Carlton - Crowne Plaza - Crowne Plaza-City Center - Dan Panorama - Dan Tel Aiv - Hilton - Isrotel Tower - Mercure Hotel - Metropolitan Hotel - Renaissance - Sea Executive Suites - Herod's Hotel - Sheraton Towers Offerors attending the site visit are encouraged to stay at the approved State Department Hotels but can arrange for accommodations elsewhere if desired. All personnel travelling to Israel are required to visit the US Department of State web site at travel.state.gov for current threat information and travel restrictions. Additional information regarding the question and answer session will be provided to cleared contractors.
