Description
November 1, 2012 NAICS: 541620 Project Identification: Evaluation and Application of EPA?s All Ages Lead Model (AALM) The US Environmental Protection Agency intends to issue a sole source award to SRC, Inc. on or after November 15, 2012. The National Center for Environmental Assessment (NCEA) of the Environmental Protection Agency (EPA) developed an All Ages Lead Model (AALM) that quantitatively relates lead (Pb) exposures from environmental media over a lifetime to Pb concentrations in blood, other tissues, and excreta. EPA is now interested in proceeding to the next step to make improvements to the AALM based on the evaluation findings subsequent to the SAB review, and to ready the model to meet EPA?s Programmatic needs. The AALM is a complex model mathematically and biologically, as well as with respect to the software needed to develop and implement the model suitable for Program Office use. Efficient and productive work on the model requires familiarity not only with the history of the All Ages Lead Model and applicable software, but also with the evolving and complex issues in estimating Pb levels in blood and bone as surrogates to proposed target tissues for the known adverse health effects of Pb. EP A seeks the professional services of a scientist with such expertise capable of accomplishing the tasks. Consultation to include: Develop a project plan to evaluate and apply the AALM Participate in preliminary and monthly meetings Make improvements to the AALM Elaborate AALM?s capability to represent a variety of exposure regimens and receptor behaviors Compare and resolve differences among model simulation results This sole source action is authorized in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Sole source is appropriate and necessary for this contract, because the AALM is a complex model both mathematically and biologically. Familiarity with the software is needed to develop and implement the model is critical to efficient and productive advancement of the AALM code and structure to meet Program Office need. Equally important is sufficient biological expertise to have the model evolve to appropriately address the complex issues in estimating Pb levels in blood and bone as surrogates to proposed target tissues for the known adverse health effects of Pb. EPA seeks the professional services with such unique expertise. The market research conducted did not yield any additional vendors that have the combination of biological, model development expertise, as well as the familiarity with the history of the AALM and the next steps needed to further advance the model.
