- Industry Day Notice Announcement for the Fort Hood Design Bid Build/Design Build Construction MATOC and JOC Contracts Industry Day NOTICE Solicitation Number: W9126G-13-R-0017 and W9126G-13-R-0008 Notice Type: Special Notice Synopsis: Industry Day Announcement for the Fort Hood Design Bid Build/Design Build Construction MATOC and JOC Contracts This notice is provided for informational purposes. An INDUSTRY DAY is PLANNED for the Pre-Solicitation of W9126G-13-R-0017 and W9126G-13-R-0008, through the U.S. Army Corps of Engineers, Fort Worth District, for Work to include design, construction, maintenance, etc. type work. The customer is The Department of Public Works (DPW), at Fort Hood. W9126G-13-R-0017 MATOC or Y - Construction Type Contract W9126G-13-R-0008 - JOC Y - Construction Type Contract IDIQ/MATOC: It is anticipated the proposed procurement will be a competitive Request for Proposal (RFP) resulting in two or more firms receiving one (1) Firm Fixed Priced (FFP) IDIQ, MATOC. The performance period anticipated is one (1) base year and two (2) option years, not to exceed three (3) years, with a combined capacity Not to Exceed (NTE) $49 Million. The estimated minimum size of a task order is $2,500.00. The estimated maximum size of a task order is $5 Million with the average size task order being $3 Million. Firms must have ability to perform up to three (3) task orders simultaneously. Selection of the successful contractors will be based on the Best Value Trade Off Procedures to establish new MATOC contract. Task Orders will be issued using Best Value-LPTA (Lowest Price Technically Acceptable) or Best Value -Trade Off Procedures. Task Orders will be competed among the MATOC Pool of Contractors. IDIQ/JOC: It is anticipated the proposed procurement will be a competitive Request for Proposal (RFP) resulting in one firm receiving one (1) Firm Fixed Priced (FFP) IDIQ/JOC Contract. The performance period anticipated is one (1) base year and two (2) option years, not to exceed three (3) years, with a combined capacity Not to Exceed (NTE) $49 Million. The estimated minimum size of a task order is $2,500.00. The estimated maximum size of a task order is $500,000.00 with the average size task order being $130,000.00. Firms must have ability to perform up to eight (8) to ten (10) task order simultaneously. The successful contractor will be selected using Best Value- LPTA Procedures using an average of the 4 CLINS normalized to 3 decimal places. We will use the RS Means Temple City Factor to get the final coefficient. The applicable North American Industry Classification System (NAICS) is 236220 - Commercial and Institutional Building Construction, which corresponds to the SIC code of 1542. The Small Business Size Standard is $33.5 million. REGISTRATION: Deadline to register is November 14, 2012, 5:00 PM Central Time. Direct your responses to Alisa Marshall and or Joey Grismore. The purpose of this industry day is to familiarize industry with the projected opportunities, determine industry capabilities, identify potential sources, and receive industry feedback. Various industry members, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB) are invited to attend to support Fort Hood Military Installation. The results of this industry day (including issuance of a future sources sought) will be made part of the market research analysis to determine whether these actions will be set-aside for small business. DATE OF EVENT: Planned for November 16, 2012 at 9:00 AM to 12:00 PM Central Time. The agenda is planned as follows: 9:00 - 9:30 = Introductions and Fort Hood Program Overview. 9:30 - 10:00 = Briefing from Fort Hood Department of Public Works (DPW). 10:00-11:00 = Overview of the requirement - Question and Answers. 11:00 - 12:00 = Site Visit to a typical construction maintenance project.
