Description
The purpose of this amendment is to notify participants that the industry day has been rescheduled for Thursday, 8 November 2012. The US BICES-X Industry Day originally scheduled for 30 October 2012 in Chantilly, VA has been rescheduled for Thursday, 8 November 2012, 0900-1300 EST. Offerors who originally registered will be maintained on the attendance roster for the rescheduled event. Any substitutions in personnel attending shall be sent to the POC listed below no later than COB Monday, 5 November. The location of the event is: ACE Chantilly 1 14660 Lee Road Chantilly, VA 20151 We highly encourage those offerors who have not responded to the RFI questions in the original posting to please do so; the POC to submit to is: Sandy Weickert, Phone: 801-777-9161, Email: Sandra.Weickert@hill.af.mil. Description This announcement constitutes a Sources Sought Synopsis, Request for Information, and notice of Industry Day for Interested Offerors who possess the requisite qualifications that could provide the services stated herein. The following information is provided to assist the Air Force in conducting Market Research of industry to identify sources of services that meet the Air Force requirements. This is neither a request for proposal nor an invitation for bid. There will be no reimbursement for the information provided. This sources sought notice is issued for information and planning purposes only. No solicitation is available at this time. The Office of the Under Secretary for Defense for Intelligence (OUSD(I) is considering competing the United States Battlefield Information Collection and Exploitation Systems Extended (US BICES-X) for continued program management, operation and further development of program services to provide bilateral, multilateral, and allied multinational intelligence sharing capabilities to all Combatant Commands (CCMDs) via expanded terrestrial and satellite communications, information technology systems, integrated wide area networking, and support to transportable and mobile devices, and to enable secure, rapid and responsive automated exchange of intelligence between the U.S. and partner nations. US BICES-X is a worldwide capability - consisting of hardware, software, communications resources, and integrated processes, - providing end-to-end, multinational intelligence sharing and collaboration services, - supporting U.S. and foreign partner intelligence users from national to tactical levels, - serving U.S. national security interests. Special Considerations Contract Award decision may be based upon an evaluation of cost and non-cost factors (I.e., technical capability, past performance, etc.). RFI Sources that have the ability to provide this support are asked to respond to this notice by answering the following 14 questions, with a maximum of ten (10) pages, to provide a clear and complete narrative of current capabilities to meet the requirements as detailed above: 1. Are you a qualified source to provide multinational intelligence sharing architectures across CCMD areas of operations to take advantage of economies of scale and cloud-based technologies providing an enduring, interoperable global capability? 2. What is your experience in providing this type of support? 3. Is your interest in this area as a prime or sub-contractor? 4. Describe your facilities, transportation, manufacturing, and manpower capabilities and capacity. 5. Describe your in-house partnering ability with subcontractors 6. How much transition time would your company require to perform all requirements of this program? 7. What accreditation and certifications do you currently have in place to be able to manage, operate, and develop US BICES-X? 8. Describe your experience with Government Surveillance and Oversight. 9. The applicable North American Industry Classification system (NAICS) code for this acquisition is 541512. Industry Day Interested sources are invited to attend an industry day at 900 EST, on October 30, 2012 at: ACE Chantilly 1 14660 Lee Road Chantilly VA 20151 All responses and industry day attendees shall be emailed to sheri.simmons@hill.af.mil so that they are received no later than 12:00 pm EST October 21, 2012. This industry day will be unclassified. Each Interested company will be limited to five attendees. All attendees' names will be complied and submitted to the ACE Chantilly facility. Questions regarding this acquisition can be submitted to the Primary Point of Contact. Questions will be answered during the industry day to the extent possible.
