- Synopsis for SSA East Low Rise East High Rise Fire Alarm Replacement in Woodlawn, MD. Social Security Administration East Low Rise and East High Rise Buildings Woodlawn, Maryland The General Services Administration (GSA) will be soliciting proposals for the multi-phased renovation of fire detection and suppression equipment at the East Low Rise and East High Rise buildings on the SSA campus at Woodlawn, Maryland. The renovation work includes but is not limited to replacing sections of the sprinkler system mains where weldolet fittings are corroded, installing a new NOTIFIER fire alarm system that is fully integrated with the existing campus-wide NOTIFIER system, removing and replacing existing non-functioning electromechanical closer-holder releasing devices and floor-mounted magnetic door holders, and providing a new electric strike at the door of the Fire Control System. This solicitation will be unrestricted. Although this procurement is open to large businesses, small and minority-owned firms are strongly encouraged to participate. The Government anticipates awarding a contract in approximately July 2013. The NAICS code for this procurement is 238210 (Electrical Contractors). The solicitation number will be GS-03P-12-DX-C-0049. The estimated cost of this project is between $1,000,000 and $5,000,000. The period of performance is five hundred forty (540) days, which includes ninety (90) days for securing clearances and badges. The contract will be acquired using source selection procedures as identified in FAR 15.3 with a firm fixed price award to the offeror who provides the best value to the Government. Offerors will be evaluated based on technical merit and price proposals. The Government reserves the right to make award without discussions. For this procurement, technical evaluation factors are significantly more important than price. The technical evaluation factors for the evaluation process are, in descending order of importance are: 1) key personnel past performance, 2) key personnel experience and staffing, 3) prior experience of the firm, and 4) past performance of the firm. Prior experience of the firm and past performance of the firm are of equal importance. The solicitation package (including specifications, drawings, offer forms, clauses, and provisions) will only be available electronically on FedBizOpps.
