- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While is it understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division has a requirement for an Indefinite Delivery / Indefinite Quantity (IDIQ) type contract with BAE Systems, 164 Totowa Road, Wayne, NJ 07474. The establishment of an IDIQ is to satisfy recurring requirements for the acquisition of hardware, software, performance enhancements, and maintenance of BAE Software Compliant Architecture (SCA) Common Data Link (CDL) family of products. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Task orders under this IDIQ will be issued as requirements that cannot be accurately predicted per year. Task orders will be Cost Plus Fixed Fee (CPFF) or Firm Fixed Price (FFP). The IDIQ will be issued for a five-year period. In compliance with DFARS 252.232-7003, Electronic Submission of Payment Requests (MAR 2008) , the government will utilize Wide Area Workflow (WAWF) to electronically process vendor requests for payment. Delivery shall be FOB Destination to Dahlgren, Virginia. A solicitation is anticipated to be available at FedBizOpps or at NECO on 5 November 2012. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. NSWCDD has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/SUPPLY. DoD will no longer award contracts to contractors not registered in the Central Contractors Registration (CCR) database. Registration may be accomplished by accessing the CCR Web site at http://www.ccr.gov. A paper registration form may be obtained for the DoD Electronic Commerce Information Center at 1-888-227-2423.
