- DISA/DITCO intends to issue a sole source contract to CipherPoint Inc., 4600 South Syracuse, 9 th Floor, Denver, CO 80237-2719. This acquisition is for new licenses and maintenance for CipherPoint software products for OSD CAPE. CipherPoint, Inc. has proprietary rights to the software code for the CipherPoint software products associated with this requirement and is the only known source that can provide these licenses and maintenance. No other vendor or distributor can legally obtain access to the software, and no other vendor can make duplicate copies since it is protected by copyright and patent laws. The period of performance will be from 13 November 2012 through 12 November 2013. The statutory authority for other than full and open competition is 10 USC 2304( c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the above listed software licenses and maintenance must request a copy of the solicitation via email to meggan.a.reinier.civ@mail.mil. Responses are due by 10:00 A.M. (Central Time) on 09 November 2012. The resultant contract will be firm fixed price. All responsible sources may submit a proposal that will be considered. Oral requests are not acceptable. The NAICS code is 511210 for this procurement.
