Description
EITA service catalog Agenda and sample questions A. This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), Hub-Zone and other Small Businesses interested and capable of performing the work. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business HUB-Zone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below AFTER ATTENDING CONFERENCE, either in person or emailed to richard.crum@ed.gov B. Federal Student Aid, an office of The Department of Education is seeking information from companies who have the comprehensive capability and experience to operate and maintain one or more major component areas of an Enterprise Information Technology Architecture (EITA) with the following component areas: 1) Integrated Technical Architecture (ITA); 2) Enterprise Service Bus (ESB); )3 Security Architecture (SA), and 4) SharePoint. Attachment 2 to this notice is a Draft EITA Service Catalog that identifies the depth and breadth of services that might be required for the operation and maintenance of the EITA. The following documents are also included as attachments to this notice, and as information to attendees. Attendees are requested to carefully review these documents and provide a Q&A matrix by document section and page number. 1. Latest version of EITI service catalog, 2. Service Level Agreements (SLAs), applicable EITI RACI sections, andv Current EITI document index and relevant system documents will be added in a zip file 12-24 hours following the posting. 3. Agenda with sample quesitions This Sources Sought/Vendor conference will be provided by FSA both virtually and physically in Washington, DC. Details for attending the conference via web conference will be sent separately to those who apply. The fundamental focus of the Conference will be on the interchange of information between FSA and attendees about FSA's Enterprise IT Architecture including its operation and maintenance. To facilitate this objective, FSA requests that attendees from interested and qualified companies have Senior Level Experience in the Enterprise Architecture areas identified above. C. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Classification System (NAICS) code for this acquisition has been determined to be 541511 and 541512. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (CCR located on the web at www.ccr.gov ). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov AND HAVE A SEAL. FSA is requesting that interested companies attend the one day conference to be held on November 14, 2012, between the hours of 1.00-5.00 P.M. (EST), at the Lyndon Baines Johnson Building located at 400 Maryland Avenue, SW, Washington, DC 20202. Due to space limitations, it is requested that companies restrict attendance to no more than three attendees who possess the EITA technical background and experience in the component areas specified above. Please identify each attendee by name, Title and technical qualification, and company name. An agenda for the conference is included as Attachment 1 to this notice. D. REGISTRATION: In addition to requested information to be provided after the conference, An Industry Day registration form below must be completed and returned to Richard Crum at richard.crum@ed.gov. Submission deadline for attendance at the conference and for questions from interested parties is November 6, 2012. The visit form must be submitted by November 6, 2012 and should indicate whether you plan to attend in person or via web-based video-conference. Registration will be closed on November 8, 2012 or once maximum capacity (set at 200 persons at physical location) is reached, whichever comes first. There is no attendance fee and the dress code is business casual. Should you decide to attend virtually using web-based video conferencing, you will be provided subsequent information following registration for log-on and access instructions. Once registration is received and processed a confirmation letter, teleconference access instructions, and detailed agenda will be emailed prior to the event that will serve as proof of registration. You MUST bring the confirmation email with you for registration the afternoon of November 14, 2012.
