Description
Light Duty Road Speed Fan In accordance with FAR Part 13, Simplified Acquisition Procedures, and FAR Part 12 Commercial Items, the U.S. Environmental Protection Agency, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan is seeking to procure a Light Duty Road Speed Fan. The United States Environmental Protection Agency is mandated to measure fuel economy and emissions from light duty (LD) vehicles. These measurements are conducted on chassis dynamometers that simulate road loads including aerodynamic drag. Cooling airflow over the vehicle is currently simulated with fixed speed fans. These fans work well under most circumstances. However, newer vehicles are becoming more sensitive to cooling which then impacts fuel economy and emissions. To more realistically evaluate the performance of these new vehicles, NVFEL seeks to purchase a Road Speed Fan that modulates the air velocity with the road speed simulated by the dynamometer. The air flow across the vehicle would then rise and fall more like it would if the vehicle were driving on the road. The contractor shall have total system responsibility, which includes, but is not limited to: integration, quality assurance, delivery, installation, calibration, commissioning, acceptance testing, documentation, warranty, and training. The contractor shall be responsible for documenting measurement traceability and system acceptance in a manner suitable for audit to ISO 17025 standards. This procurement will be conducted utilizing Full and Open Competition under NAICS Code 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 500 Employees. Award will be made using ?Best Value? evaluation criteria. All responsible sources may submit a proposal which shall be considered by the Agency. The solicitation should be issued on or about November 19, 2012 on EPA website: http://www.epa.gov/oam/cinn_cmd. This office does not intend to mail hard copies of the solicitation.
