- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION OR SPECIFICATIONS AVAILABLE AT THIS TIME. For information purposes, a summary of the potential requirement is included as a part of this posting. The U.S. Army Corps of Engineers, Vicksburg District Contracting Office is soliciting potential sources for mitigation bank credits to be used to mitigate for unavoidable impacts from construction projects in Plaquemines Parish, Louisiana. Credit sources are being sought primarily for saline marsh, freshwater marsh, bottom-land hardwood dry, bottom-land hardwood wet, and swamp habitats; and any other particular habitat available, located within the basins of Lake Pontchartrain, Barataria, Breton Sound, Mississippi Delta and Terrebonne. The NAICS Code for the potential acquisition is 523910, Miscellaneous Intermediation, and the small business size standard is $7,000,000.00. The Government invites interested parties to submit documentation necessary for the government to make a determination of establishment and approval as a mitigation bank with credits available for sale commercially, specifically including a copy of your fully compliant Mitigation Banking Instrument (MBI), as well as any other legal instruments outlining the number of credits of each habitat type available for release. Interested parties should also provide their business size and status including DUNS number, and cage code, evidence of registration in the System for Award Management (SAM) database at www.sam.gov, and online representation and certifications; in addition to documentation of any SBA certification of business size status such as 8(a), Hub-Zone, Service Disabled Veteran Owned Small Business (SDVOSB), Woman Owned Small Business (WOSB), etc. The Government will use responses to this SOURCES SOUGHT notice for the purpose of conducting market research and to make determinations as to any potential set asides limiting competition; or to proceed with an unrestricted procurement. Submission of your documentation is not a prerequisite to any potential future offerings, but participation will assist the Vicksburg Contracting Office in tailoring requirements to be consistent with the current marketplace. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the Government's market research. Electronic submissions via email will be accepted. Facsimile submissions will not be accepted.
