Description
Electronic Data Gathering, Analysis, and Retrieval (EDGAR) Amendment 02 - Additional Information: The SEC intends to extend the current EDGAR contract, SECHQ1-06-C-0045, for six up to (6) months as appropriate and authorized within the current agreement, due to a change in the overall acquisition strategy - EDGAR operations and maintenance and modernization will be handled as separate acquisition events. Amendment 01 - Additional Information: In an effort to promote communication between the SEC and industry, the SEC is accepting industry comments, inputs, and recommendations for this EDGAR presolicitation notice. The SEC encourages interested vendors to provide feedback no later than May 31, 2012 to John Bova at bovaj@sec.gov. Please note that it is the intention of the SEC to release the final RFP and announce an Industry Day in early June. The RFP will also include an opportunity for vendors to ask questions. THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR PROPOSAL (RFP) DOCUMENT. THE RFP/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. PROPOSALS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. THIS NOTICE IS TO MAKE POTENTIAL OFFERORS AWARE THAT THEY SHOULD PLAN FOR THE RELEASE OF THIS SOLICITATION. It is the intention of the U.S. Securities and Exchange Commission (SEC) to award a single contract for the EDGAR system. The base period will be for three (3) years and there will be five (5) option periods of one (1) year each. EDGAR is a system developed to automate the filing, processing and dissemination of some 125 million pages of registration statements, reports and other filings received by the SEC each year. These submissions currently are received from over 28,000 registered entities and hundreds of thousands of individual filers. EDGAR was designed as a stand-alone system to include all hardware, applications, and systems software. Contractor support services are currently being used for development of new functionality, systems operation and monitoring, and for hardware and software maintenance. The major processes of the electronic filing life cycle supported by EDGAR are the following: • Preparation and submission by filers; • Receipt and acceptance by SEC; • Data storage and retrieval; • Data dissemination to the public; and • Analysis and review by SEC staff. This acquisition shall include modernization of the entire EDGAR system to include business process transformations for simplifying the current interfaces and functionality, providing support tools for SEC staff, and continuing to utilize web-based, user friendly technology to make filing easier, dissemination faster and cheaper, and further secure the entire process. Additional pertinent information: • This solicitation shall be awarded for a three (3) year period of performance with five (5) option periods of one (1) year (for a total of eight (8) years); • Dissemination subscription fees for all three (3) contract years and all option years will be specified at the time of contract award and be subject to future modifications; • Revenues derived from sale of dissemination services shall be used to pay for the Operations and Maintenance (O&M) of the Dissemination Subsystem; and • During the first 120 days of this contract, the SEC will curtail development efforts of new functionality to allow proper transition, however, it is expected that any development activity in the pipeline will also be transitioned during this period so that development may resume during the transition period. This does not apply to priority one bug fixes during the transition period. Draft RFP Sections C & F and attachments F1, F3, & F7 are attached for review.
