Description
SF-1449 Form - Solicitation/Contract/Order for Commercial items BPA package for Iowa Rural Development in Iowa has a continuing need for single family housing appraisals, and intends to award multiple Blanket Purchase Agreements (BPAs) to small business individuals/firms capable of providing these services. A BPA is not a contract and creates no contractual obligation on either the Government or you as a Contractor. Therefore, the Government is not obligated to place any orders, nor is the contractor obligated to accept any orders. Appraisal services will be requested by issuing a BPA call order via an Order Ticket for each work assignment required. Please refer to the attachments for standards and requirements for a detailed explanation of the BPA terms and conditions, and then complete Items 17a & b, and 30a - c, as applicable on Standard Form 1449, and also the information required on pages 2, 5, & 6 of the BPA, if you would like to be considered under the BPA for Fiscal year 2013. This information, along with the qualification and licensing information indicated in Item 8 on Page 1 and also Item 15 on Page 11 of the BPA will need to be returned to me by 2:00 PM CST on Monday, December 3, 2012. Please note : All vendors must maintain an active registration in the System for Acquisition Management (SAM), which was previously known as the Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA), in order to be eligible for an award. If you had an active record in CCR, you automatically have an active record in SAM. You do not need to do anything UNLESS a change in your business circumstances requires updates to your Entity record(s). In this case, you will need to make the applicable changes in SAM. You should receive notifications from SAM via email 60, 30, and 15 days prior to your registration expiration. Please check out www.SAM.gov for additional SAM requirements and information.
