- It is the Government's intent to award a Firm Fixed Price Contract with one option year to provide for the design, fabrication, and delivery of prototype lightweight multi-material armor panels to the Weapons Development Integration Directorate, Aviation and Missile Research, Development and Engineering Center, U.S. Army Research Development and Engineering Command. A detailed Performance Work Statement will be provided as an attachment to the solicitation, which will be distributed after the closing date of this pre-solicitation notice to the small businesses that express an interest in this requirement. The proposed period of performance is from date of contract award thru 18 months, plus one option year. Based upon market research, this requirement cannot be met by commercial items; therefore, the Government is not using the policies contained in FAR Part 12. The proposed contract listed herein is a 100% small business set-aside. By U.S. Law, participation in small business set-asides is restricted to U.S. small businesses; therefore, foreign requests for this solicitation will not be honored.
