Description
This is a notice of intent to negotiate and award a sole source contract. The U.S. Nuclear Regulatory Commission (NRC) requires expert code design support and code development services, as well as support maintenance and training, for Symbolic Nuclear Analysis Package (SNAP), TRAC/RELAP5 Advanced Computational Engine (TRACE), Purdue Advanced Reactor Core Simulator (PARCS), and Methods for Estimation of Leakages and Consequences of Releases (MELCOR) codes. Based on NRC's recent market research, NRC has only identified one source that has the relevant analytical capability, experience and expertise to satisfy NRC's highly complex requirements for nuclear analysis and interface design for those codes: Applied Programming Technology Inc. ("APT"), 240 Market Street, Suite 208, Bloomsburg, PA 17815-1716. Therefore, the NRC intends to negotiate and award a contract with APT for a base period of one year plus four one-year options to extend the term of the contract to satisfy these requirements. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, which provides for limiting competition in those situations where services are available from only one source and no other type of services will satisfy NRC's requirements. Sources that can clearly and unequivocally demonstrate that they have experience and capability to support these highly specialized requirements may respond to this notice by the closing date and time by sending an email to william.adams@nrc.gov, with a courtesy copy to joseph.widdup@nrc.gov, to demonstrate their capabilities. Such responses must specifically identify capabilities to support the codes identified in this notice and also address the following: (1) experience and expertise with graphical user interfaces; (2) experience and expertise with database design and implementation; (3) experience and expertise with code and application programming interface design; (4) experience and expertise with object-oriented code design and agile programming methods; and (5) address any known or potential conflicts of interest that may arise if the respondent were to provide such contractual support to the NRC (see NRC conflict of interest regulations at NRC Acquisition Regulation (NRCAR) (48 CFR Chapter 20) Section 2009.570. The NRC would review any such resposnes and determine based on those responses and any additional information obtained from or relating to those sources whether this acquisition could be competed.
