Description
J & A FEDBIZOPS NOTICE OF INTENT FOR SOLE SOURCE: The 10CONS/LGCB, Operational Contracting Office, USAF Academy, US Air Force Academy received a Sole Source justification for the purchase of the FY13 annual renewal of Bluechip Recruiting Database Services maintenance and license to Bluechip Athletic Solutions, LLC, 3525 Piedmont RD NEBLDG 8 STE 719, Atlanta GA 30305-1578. This procurement is for the acquisition of a sole source in accordance with procedures in FAR Part 6.3. The North American Industrial Classification System (NAICS) number is 511210 and the business size standard is $25,000,000.00. Only one responsible source and no other item will satisfy the USAFA requirement. Bluechip Athletic Solutions, LLC. (BAS) is the only approved source for this software maintenance. All software is copyright protected. Bluechip Athletic Solutions LLC. has proprietary rights to this software and directly provides all upgrades, patches, and releases for the software and all technical support. Authorized third-party providers of the software are not allowed to provide the license maintenance and support. This request is issued for the USAF Athletic Department. Bluechip Athletic Solutions, LLC., is the only known source that meets the USAFA requirements. Contract period of performance is 12 November 2012 through 11 November 2013, with two (1) one year option periods. BAS has been the service provider at the Air Force Academy since 2005 and has perfomed extensive customization on their Recruitment Radar Technology to meet specific Academy requirements. Other companies may offer similar products and services but the down time and cost of customization all ready performed by BAS through this relationship is not expected to be recaptured through competition. This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required Bluechip Athletic Solutions software maintenance/license with all of the features and functions of the requirement described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name or equal. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received NLT 07:00 am Mountain Standard Time (MST) on 12 November 2012. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the Central Contractor Registration (CCR) at http://www.ccr.gov and with Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. The Government intends to award a Firm Fixed Price contract processed IAW FAR 6.3. The closing date of this synopsis is 07:00 am, Mountain Standard Time (MST) on 12 November 2012. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
