- 55 CONS/LGCZ, Offutt AFB, NE intends to award a twelve month sole source extension to Northrop Grumman Space and Mission Systems Corporation under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The contractor shall continue to provide perfective, adaptive, and corrective maintenance of the Automated Quality Review and Analysis Software Support (AQRASS) applications, customer support for all areas of United States Strategic Command (USSTRATCOM) where the software is used, and analytical, technical, and modeling expertise in the science relating to nuclear weapons and their effects to targets and the environment. The AQRASS applications provide quality review, analysis, data services and validation support to the Integrated Strategic Planning and Analysis Network (ISPAN) program. The follow-on effort source selection will not be completed by the end of the current contract on 28 Feb 13 due to the increased scope to the follow-on contract, thereby requiring reaccomplishment of portions of the source selection process and additional levels of review. Therefore, the government intends to extend the current contract six months (1 Apr 2013 to 31 Aug 2013) to allow time for completion of the follow-on source selection. This notice is neither a request for a competitive proposal or a solicitation for offerors. A determination by the government to not compete this requirement is based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose whether to conduct a competitive procurement in the future. This notice should not be construed as a commitment by the Government. If your company can provide the AQRASS services at full performance starting 1 Apr 2012 through 31 Aug 2012, provide a capability package to the Contracting Officer and a copy to the Contract Specialist by the response date, 3 December 2013.
