Draft Avionics Cooling PWS_1 Nov 12 SOURCES SOUGHT SYNOPSIS Avionics Cooling Unit Maintenance This announcement constitutes a Sources Sought Synopsis for purposes of conducting market research. Market research is being conducted to seek qualified large and small business contractors. The Government is neither negotiating nor calling for offers at this time. No solicitation is being issued at this time; while a formal solicitation may be issued at a later date, this notice does not commit the government to ultimately award a contract. This announcement is an expression of interest only and does not commit the Government to pay for any response or preparation cost. The Government does not intend to make an award on the basis of this sources sought synopsis. Submission of information will be used to research the market for developing an acquisition strategy, possibly leading to a Request for Quotation. 1. Purpose. Market research is being conducted to seek qualified contractors for maintaining four avionics cooling units located at Hill Air Force Base, Utah. Two avionics cooling units are located outside Building 225 and two avionics cooling units are located outside Building 233. In upcoming years, the customer plans to install two more avionics cooling units outside building 225 and one more avionics cooling unit outside building 233. Hence, the proposed acquisition may include options for maintaining up to three more avionics cooling units beyond the four avionics cooling systems currently installed. 2. Information for Interested parties Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and equipment specific response presenting sufficient information to substantiate that they possess the necessary skills, resources, knowledge, experience and capability to maintain the avionics cooling units as defined in the Performance Work Statement (PWS). Interested and qualified sources are requested to answer the following: Business Information: 1. Company name, address, CAGE(Commercial and Government Entity) code, and D-U-N-S number 2. Point of contact, e-mail address, and telephone number 3. The Government suggests NAICS (North American Industry Classification System) code 238220 for this acquisition. Do you agree with this NAICS code? If not, what NAICS code do you propose? Capability Questions: 1. Describe your company's past experience on maintaining centralized high pressure air cooling units. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and customer name, address, and phone number. 2. Describe your company's ability to modify and maintain Alerton (a division of Honeywell) programs in support of the avionics cooling units. 3. What certifications (e.g., refrigeration technician) does your company require of employees to perform the described maintenance? At what certification level are your employees allowed to work unsupervised? 4. What is your company's ability to provide 24 hours-a-day 7 days-a-week service in response to a system failure? 5. Describe your capabilities and experiences to test vibration on large structural components. 6. Are there specific requirements, terms, or conditions in the Government's documentation that would currently preclude your services from being a viable solution? 3. Other Information This is a follow-on requirement where the current contract was competed Unrestricted. This service is currently being provided by American Mechanical Systems Service, LLC under contract FA8224-07-C-5025. The contract's period of performance ends on 4 February 2013. Respondents to this announcement should indicate whether they are a large business, small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause at DFARS 252.226-7000). Timeline for the RFQ is in process but is not completed for this effort and there is no availability date for a draft RFQ. The Government requests interested parties to attend Industry Day on December 4, 2012 at 1:00 pm until 3:00 pm.
