- The Contracting Department, NAVSUP Fleet Logistics Center (FLC)-Norfolk, Norfolk Naval Shipyard Maritime Industrial Division, Contracting Department, Portsmouth, VA intends to negotiate using the procedures of FAR Part 15 Contracting By Negotiation , an Indefinite Delivery/Requirement Type Contract with Firm Fixed Prices (FFP) and estimated NTE costs for certain Clins (i.e., transportation). The requirement is in support of the Naval Nuclear Propulsion Programs (NNPP) requirement for contractor services for the transportation, treatment and disposal of NNPP mixed waste materials. The waste materials may have both a hazardous component (defined under the Resource Conservation and Recovery Act (RCRA)-Code of Federal Regulations (CFR) Title 40 Part 260 through 270) and a radioactive component (i.e. source, special nuclear, or by-product material subject to the Atomic Energy Act of 1954). In addition, some waste material may contain Toxic Substances Control Act (TSCA) regulated polychlorinated biphenyls (PCB's), asbestos and/or identified with State-only hazardous waste codes. The waste materials shall be handled and disposed according to all applicable Federal, State and Local laws and regulations. The authority cited for this acquisition using full and open competition is FAR 6.102(b). The period of performance for the resulting contract will be for one (1) twelve-month base period and two (2) twelve month option periods including FAR Clause 52.217-8 Option to Extend Services . All options will be evaluated in accordance with FAR 17.206(a). The North American Industry Classification System (NAICS) code for this acquisition is 562211. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available via request by email at the above email address; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represents grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
