Description

The Department of Veterans Affairs Medical Center located at 3400 Lebanon Pike, Murfreesboro, TN has a requirement for the following services: Provide all necessary Arvhitectureal Engineering (A/E) services required to prepare Schematic Design (SD) Development, Design Development (DD), Construction Documents (CD) and Bid Documents, for Project 626A4-13-101 A/E "MENTAL HEALTH COURTYARD" at the VA Tennessee Valley Healthcare System, Murfreesboro, TN. Design period services shall include drawings, specifications, and cost estimate reflecting specific tasks identified therein, in addition to on-site meetings with professional administrative staff, site investigative work and review of existing documents. AE staff and consultants shall be adequately knowledgeable of the various subordinate design disciplines, including but not limited to, IH, MEP, structural, fire protection, life safety, concrete, masonry, metals, carpentry, thermal and moisture protection, architectural, excavation, electronic safety and security, exterior improvements, landscaping and other building/utility systems required. Performance Period for design is 120 calendar days from Notice to Proceed, plus the construction period services during the construction phase. The A/E project, 626A4-13-101 "MENTAL HEALTH COURTYARDS" project involves the complete construction of a Mental Health Courtyard located at the front entry area, ground level of Building 7 at the Murfreesboro Campus. Components of the courtyard will be included, but not limited to construction of a retaining wall, installation of new brick walls and new brick column with cast stone caps to match the historical presence of the medical center buildings and complex. Decorative wrought iron railing, ramps, aggregate walks, landscaping, lighting, security camera, electrical, grading, landscaping, sidewalks, new patios, rework storm water drainage (down spouts & drain inlet), canopy, install security screens, lockable gates, etc. in order to develop a secure courtyard for mental health lock units. An essential component of the inpatient mental health courtyard facility should be direct, yet secure access by patients to the outdoors. There is a two hour response time in which the Contractor must be on-site during the Construction Period Services. The NAICS code is 541310 and the small business size standard is $4.5 million. This procurement is 100% set aside for Service Disabled Veteran Owned Small Business concerns. AE selection criteria will include: 1) Team proposed for the project; 2) Proposed management plan; 3) Previous experience of proposed team; 4) Location of AE firm; 5) Proposed design approach; 6) Project control; 7) Estimating effectiveness; 8) Sustainable design; 9) Miscellaneous experience and capabilities. This is not a request for proposal. One original copy of SF330 and three copes of the SF330 on compact disc (CD) shall be mailed to Mrs. Stacey Chumney, Contracting Officer (90C), 1639 Medical Center Parkway Room 418, Murfreesboro, TN 37129, no later than November 19, 2012.
