Description

Network Contracting Office 8 intends to negotiate a direct award contract with BD BIOSCIENCES to provide annual preventive maintenance and repair of the BD Facscanto Flow Cytometry System (including all hardware, software and one computer workstation) and BD Facsloader to include options for the James A. Haley Veterans Hospital, Tampa, FL. This is one-of-a-kind high-tech lab equipment used for processing patient samples. Only the original equipment manufacturer (OEM) is able to perform these services and obtain necessary repair parts when needed for proper functioning of this critical instrument. BD Biosciences is the manufacturer and sole provider of maintenance services for the BD Facscanto Flow Cytometry System and Facsloader. The authority permitting other than full and open competition for this procurement is 41 U.S.C. 253 © (1), as implemented by FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirement. Contract is firm fixed price. NAICS 334516. This is not a request for competitive proposals. Firms that believe they can provide the required equipment are encouraged to identify themselves and give written notification to the Contract Specialist no later than 12:00 PM (noon) EST, October 19, 2012. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
