DRAFT SOW REQUEST FOR INFORMATION For DIRECTORATE OF TECHNICAL SUPPORT AND EMERGENCY MANAGEMENT SAFETY AND HEALTH TECHNICAL SUPPORT SERVICES This is a REQUEST FOR INFORMATION announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS, THEREFORE NO CONTRACT WILL BE AWARDED AT THIS TIME. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Department of Labor (US-DOL) through the Occupational Safety and Health Administration (OSHA) - National Office has been tasked to solicit and award service contract(s) for the following services: 1. The Contractor shall assist OSHA in its programs for carrying out the Agency's statutory responsibilities and other obligations including requirements under the Government Performance and Results Act of 1993 (GPRA), Executive Orders, the National Response Plan, the National Pandemic Flu Implementation Plan, and Memoranda of Understanding. Specifically, the contract covers activities in the areas of compliance, outreach, training, safety and health standards, interagency and international occupational safety and health programs, performance measurements, and hazard identification, evaluation, analysis and control. The agency requires the contractor to utilize individuals with the appropriate levels of expertise for the task or facet of the task to accomplish the required work at a minimum cost to the Government. Subject areas include construction, hazardous materials, emergency preparedness and response, statistics, safety engineering, industrial hygiene, occupational medicine, toxicology, law, communication, computer programming, and program development. 2. The contractor shall commission individuals with specialized expertise to provide the required assistance in the accomplishment of the following: • Developing, updating, or revising information on occupational safety and health issues to assist compliance officers (CSHOs) in hazard recognition, evaluation and control involving mechanical, biological, chemical, natural, environmental, radiological, and physical hazards, or any other form of hazardous conditions or practices. Documents include, but are not limited to, directives, interpretations, guidance and other technical assistance products. • Developing safety and health documents in the appropriate communication media such as electronic, hard copy, video or audio format and in the appropriate style for specific stakeholders such as the public, small business employers, labor, trade and professional organizations. Documents include guidelines, protocols, outreach material, reports, and presentations. • Assisting in the collection and analysis of data and other measurements required for evaluating safety and health concerns including data from OSHA, other Federal agencies, state governments, and private industry; and in the use of the data to support various OSHA programs. • Assisting in gathering and analyzing information from original sources such as industry, primary scientific sources, national and international safety and health reports to determine exposure trends over time, related safety and health consequences and feasible remedies. • Performing literature searches on chemical, biological, or physical hazards to identify the scientific community's conclusions regarding target organs, acute and chronic symptoms, physical and chemical properties, appropriate analytical methods for sampling, and recommended exposure limits. • Performing hazard analysis on new industrial systems and technologies to identify risks and occupational hazards, developing technical reports on the technical and economic feasibility of controlling various hazards and recommended interventions to control exposures • Assisting in the evaluation, improvement, and expansion of the content of OSHA Web site to assure that the site serves as a viable source of safety and health information for all users. This may include development of the relevant Occupational safety and health technical materials using appropriate electronic format or in hardcopy format, entering materials into the appropriate electronic files, reviewing and updating existing materials, and the continued development of the content of OSHA Web site so that inquiries to OSHA on safety and health issues and related information are easily retrievable and user friendly. • Assisting OSHA in the development of safety and health standards; analyzing and summarizing docket materials; collecting relevant safety and health data; researching issues related to the subject of standards, including literature searches and surveys of best practices; conducting cost analyses for economic impact on the industry; preparing for and conducting small business panels and public hearings relating to the standards activity and scheduled meetings, preparing technical outreach and training materials, and providing technical facilitators to assist in negotiated rulemaking. • Providing technical support for developing and implementing general or specialized training, technical guidance, presentations, summaries, outreach, and briefings and in determining, developing and using the suitable media to convey information to specific audiences. • Analyzing the occupational safety and health programs of various Federal Agencies in light of duties to be performed and exposure to potential or existing unsafe conditions and comparing programs with recognized safety and health requirements. • Assisting in development or use of specialized computer applications and special programming to support OSHA programmatic responsibilities. • Assisting OSHA in performing studies in support of interagency issues and in providing technical assistance in meetings and in developing the required analysis, reports and recommendations. • Assisting OSHA in the development of industry specific safety and health initiatives for high hazard industries. Such initiatives include outreach and emphasis programs, especially small business. • Developing research papers pertaining to any of OSHA's goals, plans, standards and related agency, interagency, and international activities and assisting in the evaluation, implementation, and enhancement of the OSHA systems for program management such as compliance and referral procedures and in the development of supporting technical materials to be entered into OSHANET. • Supporting OSHA's efforts to meet the requirements of the Government Performance Results Act (GPRA) including statistical studies, analysis of data required for evaluating safety and health issues, and establishing appropriate performance measurement systems. • Assisting the Agency in preparing for and conducting technical meetings, hearings, conferences, training, and workgroups. • Assisting the Agency in identifying, and evaluating special equipment, devices, software, programs or tools necessary for task accomplishment. • Assisting the Agency in analyzing and addressing complex occupational safety and health programs or technical issues that require specialized experience. • Assisting OSHA in providing safety & health technical assistance and oversight during a disaster/emergency response and recovery operation. 3. The Contractor shall perform assigned tasks in accordance with the provisions established in written task orders and all other terms and conditions contained herein. The task orders will establish specific assignments in one or more of the task elements listed above or in closely related areas, and will include a clearly defined statement of work, project schedule, deliverable, cost and other necessary provisions. 4. The Contractor shall provide all personnel, materials, and facilities necessary to perform the work unless in special circumstances, the Government agrees to provide certain resources. The type of proposed acquisition and set-aside decision(s) to be issued will depend upon the responses to this request for information. Attached is a drafted statement of work. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of all members of industry, to include the Small Business Community. The Government must ensure there is adequate competition among the potential pool of responsible firms. Small business, Section 8(a), HUBZone, and SDVOSB businesses are highly encouraged to respond to this request for information. The Government is seeking qualified, experienced sources for professional services in assisting OSHA in its programs for carrying out the Agency's statutory responsibilities and other obligations as described in the attached statement of work. The contract period of performance is for a 1 base and four options. The total contract capacity is estimated above $5,000,000. The North American Industry Classification System code for this procurement is 541990 which has a small business size standard of $7M. Award will be based on selection of the best value in accordance with Part 15 of the Federal Acquisition Regulation. The official REQUEST FOR PROPOSALS/QUOTES will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this REQUEST FOR INFORMATION shall be limited to 7 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's capability to perform in the following requirements. 4. The responding firm should identify work with the project title, whether performing the specific work as a prime or subcontractor, beginning and ending dates of project, brief description, and project cost. 5. Each responding firm should include at least three (3) projects specific to conducting evaluations, surveys, assessments and statistical analyses for each specific project in excess of $1,000,000 and completed within the last five years. 6. Firm's Business Size - LB, SB, 8(a), HUBZone, and SDVOSB etc 7. Firm's Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable. Interested Firm's shall respond to this Request for Information no later than 5 NOV 2012 NLT 11am EST.
