Description
The Department of Veterans Affairs Medical Center located at 1310 24th Avenue South, Nashville, TN has a requirement for the following services: Provide all necessary Arvhitectureal Engineering (A/E) services required to prepare Schematic Design (SD) Development, Design Development (DD), Construction Documents (CD) and Bid Documents, for Project 626-13-202 A/E "IMPROVE PARKING AND ACCESSIBILITY CONTROLS" at the VA Tennessee Valley Healthcare System, Nashville, TN. Design period services shall include drawings, specifications, and cost estimate reflecting specific tasks identified therein, in addition to on-site meetings with professional administrative staff, site investigative work and review of existing documents. AE staff and consultants shall be adequately knowledgeable of the various subordinate design disciplines, including but not limited to architectural, mechanical, electrical, structural and site work. Performance Period for design is 45 calendar days from Notice to Proceed, plus the construction period services during the construction phase. GOALS OF THE PROJECT ARE AS FOLLOWS: New Gates: Add complete new gates and utilities to control vehicle access to the surface lot north of the garage and west surface lot (Lots A and B on conceptual drawing), including access control gates and manual oversized special / emergency vehicle access. The existing partial access control provisions at west surface lot (Lot A) are non-operational and no part of the existing system shall be reused; remove and provide an all new system. New gates shall have 2-way communication with the on-site Police Command Center (Dispatch), matching the existing gates. Existing Gates: Replace all vehicular access control gate systems (readers, 2-way communication, gates, etc) reusing existing utilities. Vehicles shall typically card read in and drive out without using a card. At times of heightened security, insure Police have the option of commanding the system to track individual card swipes in and out. All access control gates and communication shall be graphically displayed and controlled at the Police Command Center (Dispatch) through the existing Keyscan system. Upgrade access control gate system, so all gates remain in operation for minimum of 4 hours in the event of loss of power or head-end connectivity. Insure proper camera surveillance of parking, especially of west surface parking lot (Lot A). Provide sufficient traffic barriers to protect physical assets, gates, etc. and encourage proper flow. Control / limit non-VA pedestrian traffic through the west surface parking lot (Lot A) using physical barriers and encourage routes around VA property. Maximize parking in surface lot to north of parking garage (Lot B). Maintain emergency vehicle access at existing red curb. VA concept projects 14 parking spaces plus 2 to 4 vendor temporary parking. There is a two hour response time in which the Contractor must be on-site during the Construction Period Services. The NAICS code is 541310 and the small business size standard is $4.5 million. This procurement is 100% set aside for Service Disabled Veteran Owned Small Business concerns. AE selection criteria will include: 1) Team proposed for the project; 2) Proposed management plan; 3) Previous experience of proposed team; 4) Location of AE firm; 5) Proposed design approach; 6) Project control; 7) Estimating effectiveness; 8) Sustainable design; 9) Miscellaneous experience and capabilities. This is not a request for proposal. One original copy of SF330 and three copes of the SF330 on compact disc (CD) shall be mailed to Mrs. Stacey Chumney, Contracting Officer (90C), 1639 Medical Center Parkway Room 418, Murfreesboro, TN 37129, no later than November 19, 2012. No faxed or email SF 330's will be accepted. Contractors must be verified in VETBIZ and viewable at the time of submission of offer and must be registered in Central Contractor Registration (CCR).
