- This synopsis is a Sources Sought Notice being used to conduct market research. The U.S. Government is seeking vendors with the capability of providing Third Party Logistics (3PL) logistics and tracking services, for cargo containers and break bulk cargo at the Port of Umm Qasr, Iraq. This requirement includes, but is not limited to, providing logistics and tracking services for Defense Transportation Service (DTS) cargo containers and break bulk cargo at the Port of Umm Qasr, Iraq. The contractor must provide tracing, tracking, in transit visability information, and submission of an incident report for all pilfered, detained, vandalized and damage equipment and/or cargo. The information will consist of data, documentation, pictures, and reports where Government and non-Government cargo is lifted, discharged, dispositional and/or stored at Umm Qasr, South Port and North Port. The Government requests that interested parties respond to this notice by providing the companies capabilities of meeting 3PL logistics service requirements and a possible performance start date of 30 days after contract award. Capability statement shall include the following: company name, point of contact, address, telephone and fax numbers, e-mail addresses, brief description of company and its capabilities, key personnel qualifications, experience areas, history, duns number, cage code, tax id number, as well as size category and socioeconomic status. No solicitation will be issued at this time. Participation in this effort is strictly voluntary. The information collected from this market research survey shall be used for planning purposes only. Do not mistake this sources sought as a request for proposal or as an obligation on the part of the Government. The Government does not intend to award a contract based on this market survey or otherwise pay for information solicited. Requested information shall be provided by e-mail to Major Steven Helm at steven.t.helm.mil@mail.mil and Ms. Mitzi Wagner at mitzi.m.wagner.civ@mail.mil and must be received by 5:00 p.m. Central Standard Time on 30 October 2012. Notice to Contractors: All contractors who provide goods or services to the Department of Defense (DoD) must be registered in the System for Award Managment (SAM).
