Description
Statement of Work 1) This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), request for proposal (RFP), or invitation for bid (IFB) or as an obligation or commitment on the part of the Government to issue a solicitation or ultimately award a contract, nor does it restrict the government to a particular acquisition approach. 2) It is a market research tool being used to make appropriate acquisition decisions for the above referenced project. This Sources Sought (SS) will help to identify potential sources that may be interested in and capable of providing the full range of services described herein. Therefore, all potential offerors, Large and Small businesses, Small Disadvantage, Small Disadvantage Woman Own Businesses and Small Business Service Disabled Veterans are encouraged to respond. Also, identify if your firm utilizes any of the GSA Schedules. The government is not obligated to and will NOT pay for any information received from potential sources as a result of this synopsis. 3) Responses are due by 4:00 PM Eastern Standard Time(EST) October 26, 2012. After review of the responses to this announcement, the Government may proceed with the acquisition. Should a formal requirement be pursued, a formal synopsis and subsequent solicitation announcement will be published. 4) Send information to Department of Transportation, Federal Transit Administration, Office of Procurement, ATTENTION: Camille Manuel, 1200 New Jersey Avenue, SE, Room 42-205, Washington, DC 20590 or email information/brochures to Camille.manuel.ctr@dot.gov 5) Project Description- SOURCES ARE SOUGHT from firms capable of providing a full range of Forecasting for Transit Planning Course. The contractor will perform this work at the Contractor's site with the exception of occasional meetings at FTA for ten off-site presentations of the course. 6) The Contractor shall be required to provide all management, supervision, labor, schedule, coordinate and assure effective performance of the following type of task for Travel Forecasting for Transit Planning Course Services: 7) Travel Forecasting for Transit Planning Course Services: The Contractor shall be required to provide all management, supervision, labor, schedule, coordinate and assure effective performance of the following types of tasks for Travel Forecasting for Transit Planning Course Services: The contractor's work will focus on the production of course materials including examples that illustrate the key principles, workshops that reinforce learning by participants, and presentation slides that convey basic messages effectively. The contractor will also contribute to the overall design of the course and provide one instructor for each presentation. The objective of this effort is to develop a training course that effectively conveys the emerging state of the practice in transit forecasting for transit planning, implemented in a ready-to-go package of materials. 8) Professional Management Support Services to support FTA project including but not limited to services such as development of reliable information needed for decisions about transit systems, polices, collection of data, quality control on forecasts, file reviews, preparing analysis and documentation, management tracking and administration of project files, preparing correspondence, file review services, preparing and analyzing reports, maintenance of data in paper and electronic format. Training Room support and set up. 9) Please note responses to this Sources Sought shall provide information that indicates the contractor has the experience to perform the work described above. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this Sources Sought announcement. 10) RESPONSES MUST INCLUDE THE FOLLOWING INFORMATION: a brief introduction of their company, including business size and the PRIMARY North American Industry Classification System (NAICS) code that your firm utilizes. A list of full range of services that the company provides along with a brief description of the approach the firm would take in providing the full range of services contemplated in this Sources Sought. Include a description of relevant contract experience offered to the government and/or commercial customers; a brief statement of capability; a commercial brochure or other descriptive literature of your firm. Please limit to no more than 5 pages. State if your company is a certified 8(a), Small disadvantaged Business, Hub Zone Small Business and Service-Disabled Veteran Owned Small Business. Please indicate whether your firm will submit an offer for this project if this project is set-aside for 8(a), Hub Zone Small Business, or Service Disabled Veteran -Owned Small Business. Proof of Small Business Administration (SBA) Registration 8(a), Hub Zone Small Business and GSA Schedule Holder shall be provided with this response. You will NOT receive responses to this announcement. Please DO NOT call to request information regarding the current contract, this information will be made available upon formal issuance of the Solicitation.
