- This is a sources sought notice for information and acquisition planning purposes. This is not a request for proposals and a formal solicitation is not available at this time. The Naval Special Warfare Command (NSWC) is seeking responsible business concerns that can provide Courses of Instruction for the Scan Eagle Unmanned Aircraft Systems (UAS) in accordance with the below description. Performance is to be accomplished at the Contractor locations and Government sites. This acquisition will be conducted using FAR 12. Interested responsible business concerns should submit a capabilities statement (not to exceed five pages) that demonstrates their capability to provide services and that demonstrate positive past performance. The capabilities statement shall include company name, address, CAGE code, small business status (8A, small, small disadvantaged, women-owned, HUBZone, veteran-owned, or service-disabled veteran-owned), and point of contact (POC) information for the interested firm. The capabilities statement should identify, by contract number, past or current contracts and/or subcontracts that were awarded to your firm, period of performance, contract type, contract amount, a description of the relevant corporate experience gained, and a customer POC. The capabilities statement should include if your firm can perform on all or some of the requirement. Interested vendors must show authorization for use of proprietary data. The Government will not respond to firms that do not follow the submission instructions in this notice. The Government will evaluate each respondent's capabilities statement to determine if the respondent has the requisite experience and past performance to complete the requirements described herein, and will advise each respondent in writing either that they will be invited to participate in the resultant acquisition or, based on the information submitted, that they are unlikely to be a viable competitor. The Government will advise respondents considered not to be viable competitors of the general basis for that opinion. Notwithstanding the advice provided by the Government in response to their capability submissions, respondents may still participate in the resultant acquisition. Responses to this sources sought notice should be received no later than 24 October 2012 at 1700 PST. Description of Services Naval Special Warfare Command (NSWC) requires services to produce qualified operators, mission commanders and maintenance personnel for the Scan Eagle UAS operations in expeditionary and maritime environments. The contractor shall provide curriculum and training for students for each of the following: A) ScanEagle Initial Qualification Training Air Vehicle Operator (Pilot Certification) Course Of Instruction & Facility B) ScanEagle Mission Commander Course Of Instruction & Facility C) Maintenance Level II Course Of Instruction & Facility Government Furnished Property will be provided.
