Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with Ciara Technology for a complete computer system to include a multi-processor computer workstation, GPU computing capabilities, cluster operating system, installation and training, for the Office of Research & Development (ORD), the Ecological Effects Branch Modeling Team and other teams at the Western Ecology Division (WED) located in Corvallis, OR. A Portable High Performance Multi-Processor Computer is needed for developing a suite of models and decision support tools to help communities assess tradeoffs in ecosystem services (provisioning of food, fiber, clean water and air, etc.) resulting from alternative land management decisions. This research requires high performance computing resources that can (1) efficiently extrapolate hydrological and ecological models across very large regional landscapes, and (2) provide a portable platform for bringing our integrated modeling and decision support framework directly to a wider array of clients and stakeholder groups than would be possible through a remote link to a supercomputer facility. The computer should meet the following minimum requirements to meet Agency needs: ?Enclosure: oPortable enclosed chassis (not rack mounted) oInfinniBand kit ?Head Node: oProcessors (2): Intel Xeon 8C E5-2690 2.90GHz 20M 8.0GT/s; or better oMemory: 64GB (8x8GB) DDR3 1600MHz for E5 series; or better oHard Drives, OS (2): Solid State Drives (SSD) with compute-quality NAND Flash Memory; random read performance up to 39,500 Input/Output Operations per Second (IOPS)1; sequential read performance of up to 270 megabytes per second (MB/s); random writes up to 23,000 IOPS and sequential writes up to 220MB/s; or better. oHard Drives, storage (12): 1TB SATA 7200RPM 2.5" 64MB Enterprise Class; or better oRAID Controller (Storage): RAID Card SAS 16 ports - 6Gb/s; or better oInfinniBand Kit ?GPU Node: oSystem: GPU node oProcessors (2): Intel Xeon 8C E5-2690 2.90GHz 20M 8.0GT/s; or better oMemory: 64GB (8x8GB) DDR3 1600MHz for E5 series; or better oHard Drives, OS : 128GB SSD 2.5" (MLC); or better oGPU Cards (4): NVIDIA Tesla C2075; or better oInfinniBand Kit ?Compute Node: oSystem (4): NXC600G Compute Node; or better oProcessors (8): Intel Xeon 8C E5-2690 2.90GHz 20M 8.0GT/s; or better oMemory (4): 64GB (8x8GB) DDR3 1600MHz for E5 series oHard Drives (4): 128GB SSD 2.5" (MLC) oInfinniBand Kit (4) ?Options: oWarranty: 3 years onsite for all hardware; or better oWarranty: 3 years 24x7 Help Desk support; or better oRAID Configuration, Storage (1): RAID 0 (Striping) oCluster Operating System (6): Microsoft Windows HPC2008 R2; or better oCluster Management Suite (6): Windows HPC2008 R2; or better Onsite Installation services: computer and operating system This procurement will be accomplished under FAR Part 12 Commercial Item Procedures. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
