Request for Information, Sources Sought THIS IS A REQUEST FOR INFORMATION ONLY/SOURCES SOUGHT AND YOUR RESPONSE IS NOT AN OFFER AND DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY OR TO CONTRACT FOR SUPPLIES/SERVICES. The Product Manager for Infantry Weapons (PM IW), Marine Corps Systems Command (MCSC) is conducting market research on the availability of a Modular Stock for a potential materiel solution as product improvements for the M40A5 Sniper Rifle. Background The M40A5 Sniper Rifle is a Marine Corps-designed weapon system. Each M40A5 is custom-built at Precision Weapons Section (PWS), Weapons Training Battalion, Quantico, Virginia. It is a 7.62mm bolt-action, magazine-fed weapon. The M40A5 is employed with the variable-powered Scout Sniper Day Scope (SSDS) and is compatible with a quick detach suppressor. As the main battle weapon of the Marine Corps Scout Sniper, it is employed to engage and destroy targets out to 1,000 yards. System Characteristics Caliber: 7.62x51mm Weight: 18.94 lbs (Rifle with scope, bipod, sling & filled 5-round magazine) 20.24 lbs (Rifle with scope, bipod, sling, filled 5-round magazine and suppressor) Length: Without suppressor: 44.30 in With suppressor: 53.37 in Max Effective Range: 1,000 yds (914 m) Ammunition Source: 5-round box magazine Common Associated Gear: M8541 Scout Sniper Day Scope (SSDS), AN/PVS-27 Scout Sniper Medium Range Night Sight (SSMRNS), and Surefire Suppressor. Detailed Draft Requirements: a) The Modular Stock shall assemble with the current M40 barreled action (modified Remington 700 right-handed short-action receiver, modified Schneider barrel, recoil lug, and Remington trigger assembly) without requiring bedding compound. b) The Modular Stock shall not degrade the precision of the current M40 Sniper Rifle system. c) The Modular Stock shall weigh less than 6.3 lbs. d) All exposed exterior stock surfaces shall have a dull, low-reflective finish. The external stock colors shall be consistent with current Marine Corps camouflage colors. e) The Modular Stock shall fold in order to decrease the overall length of the M40 Sniper Rifle to less than 40.5 inches. f) When unfolded, the Modular Stock shall not interfere with the ejection of a spent or unfired round. g) The Modular Stock shall not interfere with bolt manipulation when in any unfolded configuration (including all stock length and cheek piece positions). h) The Modular Stock shall include sling swivels that facilitate the attachment of the current M40 sling to the stock and can be rapidly attached and detached from the stock. The Modular Stock shall possess three sling swivel mounting points (3-, 6-, and 9-o'clock positions) at the fore end and one at the aft end. The mounting point locations shall not cause the sling to interfere with operation of the M40 Rifle. i) The Modular Stock shall possess MIL-STD-1913 compatible rails at the 12-, 3-, 6-, and 9-o'clock positions (relative to the barrel). The rails at the 3-, 6-, and 9-o'clock positions shall be located forward of the magazine well. The 6-o'clock rail shall be able to accommodate a bipod and tripod concurrently. If the stock includes a monolithic 12-o'clock rail, it shall accommodate the SSDS and SSMRNS. If the 12-o'clock rail is non-monolithic, the stock shall still be compatible with the SSMRNS with the SSDS mounted on the M40 optical platform (DD Ross part # OP-700-SA-30). j) The Modular Stock shall be provided with a reliable 10-round magazine or it shall be compatible with the current M40 5-round magazines (Manufacturer: Badger Ordnance; part #306-82-05). k) The stock shall not require the use of cleaners and lubricants other than standard U.S. Government weapons cleaners and lubricants. l) The stock shall be resistant to corrosion and shall not be adversely affected by exposure to petroleum, oil and lubricant products, insect repellents and other common battlefield compounds. m) The Modular Stock shall continue to safely function after dropping the M40 in any orientation from a 1.5 meter height onto a smooth concrete or steel surface. n) The Modular Stock shall withstand the shock from a user conducting routine firing and combat movement. The SSDS mounted to the 12 o'clock rail shall not require re-zeroing after exposure to combat movements. o) The Modular Stock shall safely function after exposure to severe sand/dust, mud, extreme temperatures, and water submersion. p) The stock shall have an ergonomic grip that provides positive control for the firing hand and resists slipping. q) The stock shall possess an ergonomic hand-hold notch for the non-firing hand to maintain rearward pressure to the shoulder. The notch shall be ambidextrous and shall minimize hand fatigue during firing. r) The stock shall include a recoil pad to reduce felt recoil by the operator. s) The stock shall possess a cheek piece that can be adjusted vertically and does not interfere with bolt manipulation in any position. Cheek piece manipulation shall not require the use of special tools. t) The stock shall allow for length of pull adjustment by the operator without the use of special tools. u) The Modular Stock shall be employable by an operator wearing cold weather gear or Mission Oriented Protective Posture (MOPP) IV gear. v) The magazine release shall be external of the trigger guard. w) The Modular Stock shall support the M40 Sniper Rifle disassembly (as required for regular cleaning or transport) by the operator in one minute or less without tools. Re-assembly from breakdown shall take one minute or less without tools. Responses to this RFI should not exceed ten (10) pages and must contain the following information: a capability statement which includes the commercial availability of the item, the vendor's ability to meet the stated specifications noted above, estimated pricing information, required lead time for purchase, and corporate business size, stating whether the company is 8(a) certified, disabled veteran-owned, veteran owned, woman owned, HUB Zone, Native American, or other Small Business Administration approved designations. MCSC will use the results of this announcement to determine what capabilities exist in the marketplace to fulfill this potential requirement outlined above. Interested firms are requested to submit comments, questions, and responses to this RFI no later than 2:00pm EST, 12 October 2012.
