Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Pascal Engineering, for the acquisition of two (2) replacement Turbo Pumps, to be used in the Center for Nanoscale Science and Technology (CNST) NanoFab Facility at NIST, Gaithersburg, Maryland. Background Information The Center of Nanoscale Science and Technology (CNST) at National Institute of Standards and Technology (NIST), is a multi-user facility that provides hands-on access to state-of-the-art Nanofabrication equipment and processes to researchers of all levels of knowledge from novice to expert and from both inside and outside NIST. The tools within the facility are used by the researchers on a pay-by-use basis. The CNST NanoFab has an urgent need to replace two (2) turbo pumps for the process chamber of the Unaxis/PlasmaTherm 790 Etch system. The process turbo pump provides high vacuum levels during sustained toxic gas flow and plasma discharge. The process turbo pump body has a leak and is no longer capable of reaching operating speed and is now making noise indicative of impending mechanical failure rendering safe operation impossible. Under normal use, the turbo pump maintains a rotational speed over 10,000 rpm to provide high toxic gas throughput. ***** Sole source determination is based on the urgency to replace the required turbo pumps to the existing tool which is unique in that it has the ability to etch features into various dielectrics and metals with a re-deposition free process. This loss of capability is a serious problem for NanoFab users, with several users requesting daily updates on its status. The current tool is in use by more than 20 users and Pascal Engineering is the only vendor capable in providing the required Leybold TMP 361-C Turbo Pumps within 12 hours. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516. ******A determination by the Government not to compete the proposed acquisition is based upon the urgency of this requirement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations.
