Description
The United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), intends to issue a sole source Contract with Ultra Electronics Advanced Tactical Systems, 4101 Smith School Rd Bldg 4, Ste 100, Austin, TX 78744-3204, for Program and Configuration Management (CM); Post Deployment Software Support (PDSS) which includes Information Assurance & Vulnerability Assessment (IAVA) of fielded software; documentation maintenance, engineering studies and engineering change proposals; Field Service Representative support; technical refresh; vendor level maintenance; training and helpdesk support, for an estimated amount of $2,425,000.000 over the course of a base year with four(4) option year periods. The CDLS PS is used within the Marine Tactical Air Control Squadrons (MTACS) at each Marine Air Wing (MAW). It is the data processor that provides automatically correlated air and ground situational awareness information for near-real time support to tactical operations and intelligence centers. It receives messages from a variety of sources, in a variety of formats, correlates information from these sources and distributes the correlated information to selected consumers. The CDLS PS system can be configured to operate in a standalone mode.The CDLS PS software is MIL-STD compliant, Joint Interoperability Test Certified and has a current Authority to Operate through June 2014. Ultra Electronics is the sole producer of the ADSI used in the CDLS. Ultra Electronics is the Original Equipment Manufacture and has asserted its intellectual property rights pursuant to DFARs 252.227-7014, Rights in Noncommercial Computer Software and Noncommercial Computer Documentation because various components of the ADSI system and approximately 100 percent of its 1.8 million lines of source code, were developed at private expense. The ADSI is a Joint Service processor used by the Army, Air Force, Navy and Marine Corps whose various components do not operate independently of each other. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government and is based on information previously received for consideration in Sources Sought Notice M6785412R0223.
