- Description
- The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition in support of the Veterans Health Information Systems and Technology Architecture (VistA) codebase with OSEHRA (Open Source Electronic Health Record Agent), the custodial agent that serves as the central governing body of a new VistA open source community. The TAC intends to award a sole source firm-fixed price contract including a base period of six (6) months and options for a potential additional eighteen (18) months to T3 Technologies LLC, 1800 Alexander Bell Drive, Reston, VA 20191, a verified Service-Disabled Veteran-Owned Small Business (SDVOSB) pursuant to the authority of 10 U.S.C. 2304 (c) (5), 41 U.S.C. 253(c)(5), 38 U.S.C. 8127(c), and the Veterans Affairs Acquisition Regulations (VAAR) Subpart 819.7007. The proposed contract action includes software re-factoring requirements to enhance the data structure management capabilities of VistA Fileman, re-factor VistA Lab, and support VA in the process of deploying the improved Fileman and VistA Lab software. The Contractor shall bring the features of the "MSC Fileman" software into the version of Fileman residing within OSEHRA and shall re-factor the VistA Lab package to move appropriate functions to the Fileman package. Working with OSEHRA and the open source community, the Contractor shall ensure that all software is incorporated into OSEHRA's open source VistA code base. The Contractor shall assist OSEHRA in certifying the software and shall assist VA in the process of obtaining, integrating, testing, and deploying the new Fileman and Lab packages. The North American Industrial Classification (NAICS) for this effort is 541511 with a corresponding small business size standard of $25.5M average annual revenue. The estimated date of award for this action is September 30, 2012. This notification shall close on September 30, 2012.
