- Department of Veterans Affairs Office of Construction and Facilities Management (CFM) has a requirement for Third Party Testing Services to support the Senior Resident Engineer and the RE Office staff during the construction of the Southeast Louisiana Replacement VA Medical Center in New Orleans, LA. The project will construct a new 1,600,000 square foot medical and research facility to accommodate the needs for primary care, mental health, and specialty care. The construction project includes the following facilities: renovation of the Pan-Am Building (administrative), diagnostic & treatment, 200-bed inpatient ward, outpatient clinic, research facilities, two parking garages, and a new central energy plant. The services referenced in this Pre-Solicitation Notice shall include, but may not be limited to, the following: Monitoring and inspection of construction methods for compliance with contract requirements (non-personal services basis) Construction material testing, including, but not limited to: earthwork, foundation, landscaping, concrete Quality Assurance Safety Compliance All testing services are to be performed by qualified/certified testing personnel and accredited testing labs. A detailed list of services required under this acquisition will be provided within the Request for Proposal (RFP). CFM intends to release a commercial services Solicitation for Third Party Testing and Inspection Services utilizing full and open competition. The performance period will be one (1) year from date of award with three (3) possible one-year option periods. In accordance with FAR 52.217-9, Options will be exercised at the sole discretion of the Government. All work is to be performed in accordance with the Statement of Work and associated contract documents, which will be contained in the Solicitation. In order to be considered for award, the offeror ™s testing facility must be within two hundred (200) miles of the center of New Orleans, Louisiana. The Contractor shall be registered in the System for Award Management (SAM) at the website www.sam.gov. SAM has replaced the Central Contractor Registry (CCR) and the Online Representations and Certifications Application (ORCA). The designated North American Industry Classification Systems (NAICS) Code for this procurement is 541380 and the Small Business Size Standard is $14M. All contract details, which include full Specifications and Statement of Work, will be included in the RFP. The Government intends to release the RFP on FedBizOpps (www.fbo.gov) on or about October 15, 2012.
