Description
This modification to the Solicitation FORCE XXI BATTLE COMMAND BRIGADE AND BELOW (FBCB2) MOUNTED FAMILY of COMPUTER SYSTEMS (m-FoCS) is to extend the proposal Response Date from 25 September 2012 to 17 October 2012. Due to the recent questions from industry and variation between the Draft RFP and the Final RFP, the Government feels that such an extension is warranted. This extension will also impact the Equipment Evaluation by extending the delivery date for each offeror's equipment and materials from 1 October 2012 to 10 October 2012. With regard to solicitation questions posted via the ASFI website, the Government will not respond to questions posted after 24 September 2012, 1630 EDT. The Government will review all questions and/or comments presented before that deadline; however, the Government reserves the right to respond or not respond to any questions or comments received after 24 September 2012, 1630 EDT. The Government posted a Secure Document Package (SDP) to ASFI on 23 August 2012. The Government has also recently posted a SDP for the drawings called out in Performance Specification paragraph 3.1.2.2 which references the existing JV5 isolator mounts. These SDPs can be accessed under the heading: "m-FoCS Documents" and "m-FoCS Mounts." Vendors must create a log-in to request access to the SDPs in accordance with the Vendor access instructions at the link below. In order to obtain access to the SDPs, the Government will require a submission of form DD 2345 and will provide a Non-Disclosure agreement (NDA) to be signed and returned. This NDA states the following, "The Recipient shall require its employees, subcontractors or suppliers, or prospective subcontractors or suppliers, or vendors (hereinafter referred to as 'Receiving Party or Parties') to sign a Use and Non Disclosure Agreement (U&NDA) prior to disclosing or releasing these Data to such persons or entities." The Government never provided a sample U&NDA. Thus, in lieu of a signed U&NDA, the Government is requiring that the Authorized Representative for each offeror, who is signing the NDA for access to the SDP, provide a list of all "Receiving Parties" to the Contract Specialist James.P.Purdy10.civ@mail.mil no later than 24 September 2012, 1630 EDT. Offerors with access to the SDP posted on 23 August 2012 will be required to request access to the SDP posted with Amendment 0001 of Solicitation W15P7T-12-R-0001 through the ASFI website. Offerors currently with access to the SDP will not be required to resubmit any documentation with the exception of the above mentioned list of all "Receiving Parties" in order to gain access to the SDP posted with Amendment 0001. Vendor access instructions are available at the following link (copy & paste into your url): https://www.fbo.gov/index?s=getstart&mode=list&tab=list&tabmode=list&static=guides SPECIAL NOTICE TO INDUSTRY REGARDING THE M-FOCS REQUIREMENT Due to a number of questions and concerns from industry regarding the m-FOCS RFP and the Government's response to Question 10 on September 5th, 2012, the Government wishes to make the following statements: 1. The RFP issued 23 Aug 2012 is the definitive document for the m-FoCS solicitation. Any documents released prior to this date were issued for informational use only. 2. The space envelopes for the Basic, Intermediate and Advanced solutions are based upon agreements with the platform Project Managers, reflecting the maximum space claim available for the m-FoCS solution. These space envelopes are set forth in the 23 Aug 2012 RFP. 3. The Government will accept hardware for the equipment evaluation that does not conform to the space claim in the specification, provided that the proposal addresses how the offeror intends to meet the requirement. Equipment Evaluation submissions not meeting the minimum specification requirements will be considered when assessing the maturity of the proposed solution. The fact that equipment may not meet the space claim requirement at the time of the Equipment Evaluation will not be considered as part of the Government's evaluation of the performance of the equipment.
