- NOTICE OF INTENT TO AWARD SOLE SOURCE The 802d Contracting Squadron, intends to award a Sole Source firm fixed price (in accordance with FAR 6.302-1, Only One responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) to the Bexar County Hospital District, 4502 Medical Dr MS 65-1, San Antonio, TX 78229-4402 for Human Leukocyte Antigen (HLA) TYPING. The HLA Typing Contractor shall perform comprehensive HLA testing for progenitor transplantation purposes to include, but not exclusive of, any other diagnostic or prognostic indications as determined by the San Antonio Military Medical Center (SAMMC) or Wilford Hall Ambulatory Surgical Center (WHASC). The Contractor shall provide STAT assay results for any testing upon notification by WHASC. STAT request shall be accomplished within 72 Hours or three (3) working days unless special reagents must be ordered. The Contractor will interpret all test results in relation to potential donor selection and make recommendations for additional testing as appropriate. The Contractor shall provide technical consultation services to discuss results and their significance with the WHASC staff. Period of Performance Period of Performance: 1 Oct 2012 – 30 Sep 2013 This is a planning requirement for FY13. In accordance with FAR 52.232-18 Availability of Funds (APR 1984) Funds are not presently available for this contract. The anticipated date of award is 1 October 2012. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The NAICS code of this procurement is 622110 and the size standard is $34.5 million. This notice is neither a request for quotes nor a solicitation of offers; however, all proposals received within three days after date of publication of this synopsis will be reviewed and considered by the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is the best interest of the Government. Responses must provide clear and concise documentation indicating an offereors bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. All information submitted should support the offerors capability to provide the service required, and shall be furnished at no cost or obligation to the Government.
