Description
The United States Office of Personnel Management (OPM) is responsible for setting benefits and human resources policies government-wide and providing guidance to agencies, as well as for procuring and managing the contractual relationships with carriers for the various benefit programs. Interested parties can find more information about OPM and the benefits we administer on www.opm.gov/insure. As the Federal government's human resources agency, OPM administers insurance and retirement benefits for millions of Federal employees, retirees, temporary Wildland firefighters and fire protection personnel, employees of Federally recognized Indian tribes, tribal organizations, and urban Indian organizations (tribal employer), and their eligible family members. As part of its mission to manage insurance benefits, OPM oversees BENEFEDS, an enrollment website and customer service call center that currently performs enrollment and premium administration for the Federal Employees Dental and Vision Insurance Program (FEDVIP) and payroll allotment for the Federal Flexible Spending Account Program (FSAFEDS). While OPM provides contractual and program oversight, the BENEFEDS contractor is solely responsible for hiring, training, and managing its employees, subcontractors, etc. BENEFEDS was implemented in late 2006 to perform enrollment and premium administration functions for the then-new FEDVIP. This centralized system was designed to eliminate the need for each FEDVIP carrier to establish its own enrollment/premium administration interface with a multitude of Federal agencies. To further consolidate the number of interfaces, BENEFEDS began administration of participant allotments for FSAFEDS in 2006, receiving enrollment information from SHPS, Inc., the FSAFEDS third-party administrator. Today it is responsible for managing over 2 million FEDVIP enrollments and administering over 325,000 FSAFEDS participant allotments, and interfacing with 12 FEDVIP, Federal Long Term Care Insurance Program (FLTCIP) and FSAFEDS carriers and more than 50 payroll providers. All Federal benefit programs are administered in accordance with Federal law and implementing regulations. The successful offeror must be intimately familiar with each Federal benefit program's law and regulations to ensure it is in compliance. The BENEFEDS system must be capable of recognizing sometimes very subtle nuances which can mean the difference between an individual or group of individuals being eligible for a particular benefit or not. It is important for interested parties to understand that OPM does not maintain eligibility files, perform enrollments, or keep enrollment records, except related to the FEHB and Federal Employee's Group Life Insurance Program (FEGLI) enrollments of its own agency employees. In accordance with Federal law and regulations that govern the benefit programs for which BENEFEDS performs administrative services, BENEFEDS structures the enrollment process to limit ineligible persons from enrolling. In this procurement, we intend to contract for current BENEFEDS functionality and some enhanced services. These include: • FEDVIP Enrollment and Premium Administration; • FSAFEDS Allotment Administration; • basic decision support tools; • customer service/call center services; • MyBENEFEDS - expanded online account information and history; and • FLTCIP enrollment and premium administration. The principal objectives of the procurement are to provide: • A cost effective, centralized insurance and cafeteria plan (Section 125) benefit enrollment system and call center; • Related premium/allotment administration services; • A mechanism to completely and accurately reconcile enrollment and premium at the individual enrollee level; • Superior customer service for the convenience of users; and • Consistent, uniform benefit administration. In accordance with Federal Acquisition Regulation 19.303(b), since different services are required in the proposed solicitation, we have identified the applicable North American Industry Classification System (NAICS) codes and size standards as follows: (1) NAICS: 519190 - All Other Information Services SIZE STANDARD: $7.0 Million Applicable Services: Development and management of a second-generation government-wide web-based enrollment and premium administration system (2) NAICS: 524292 - Third Party Administration of Insurance and Pension Funds SIZE STANDARD: $7.0 Million Applicable Services: All other services We will procure the proposed acquisition using full and open competition procedures. All responsible sources may submit a proposal, which we will consider. The proposed contract will be firm-fixed-price. The performance period for the proposed contract is expected to be four years: a two-year base period plus two one-year options. OPM intends to issue a request for proposals (RFP) on or about October 15, 2012. The RFP and all documents relating to this requirement will only be available on the Federal Business Opportunities (FBO) website at https://www.fbo.gov. Interested parties are responsible for monitoring the FBO website for release of the RFP and all other documents relating to this requirement. We encourage interested parties to register on the FBO website for e-mail notification of all actions relating to the RFP and for the interested vendors list. After we release the RFP, we will give interested parties the opportunity to ask questions. We will include all questions and answers in an amendment to the RFP and post the amendment on the FBO web site. Proposals will be due on or about December 10, 2012. We anticipate awarding the proposed contract by May 2013. The current contractor for BENEFEDS enrollment and premium administration services is Long Term Care Partners, LLC.
