- Redacted approved sole source justification The 502d Contracting Squadron (502 CONS) is hereby giving notice of a future solicitation for WebEOC Dark Site and Texas WebEOC Interoperability Project (TWIRP) services for Fort Sam Houston, Texas. This solicitation will be a sole source to the Southwest Texas Regional Advisory Council (STRAC) under the authority of 10 U.S.C. 2304(c)(1), Contracts: Competition Requirements, as implemented by FAR 6.302-1(a)(2)(iii) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
