Description
Due date to be extend to 09/10/2012 at 8 P.M. Eastern Time. Here are the answers to all questions that were received. 1.The contractors can assume that all 15 transformers are PCB contaminated and it's the responsibility of the contractor to properly and legally dispose of these items as required by regulation, local, state, or federal law requires. 2.In order to determine the feasibility of replacing transformers, without an extended complete campus shutdown, as well as the optimum sequence for replacement, it will be necessary to know how the primary power is distributed to the transformers on campus. Please provide a single line diagram of the entire campus 12kv distribution system (including the transformers which are not being replaced under this project). If manholes and pull boxes are not indicated on the single-line diagram, then also provide a layout of the 12kv distribution which indicates these. a.We do not have a 12KV power distribution diagram. That is the reason for turning off the total campus power is the only practical method of transformer replacement. 3.Different styles of existing pad mount transformers, live front & dead front, were observed at the site. Please provide a list of which existing transformers are dead font and which are live front construction. a.We do not have a list of dead or live front transformers. 4.SOW paragraph 4-D includes that statement for the replacement of the ATS that "all breakers shall be new and match existing breaker ampere". Do any circuit breakers require replacement, or is this intended to apply to breaker type transfer switches if proposed? If other circuit breakers require replacement, then provide a single line diagram indicating location. a.We are only replacing the Automatic Transfer Switch. No breaker replacement. To clarify, this solicitation is being treated as a commercial item and FAR Part 12 (commercial) is being utilized. Other clauses in the FAR will be utilized if they are used commercially. As with the use of Part 36, Part 22 applies to Part 12 when construction work is being performed.
