- Description
- The U.S. Environmental Protection Agency, Office of Atmospheric Programs (OAP), Clean Air Markets Division (CAMD), intends to procure services to design, develop, enhance, test, debug, quality assure, operationalize, document, peer review, and apply a broad range of advanced technical, analytical, and modeling tools used for economic, engineering, and environmental analysis. A draft copy of the Statement of Work is available on the EPA website at: http://www.epa.gov/oamhpod1/admin_placement/1200014/index.htm The acquisition is planned to be conducted as a competitive Federal Acquisition Regulation (FAR) Part 15 procurement. The Government contemplates The U.S. Environmental Protection Agency (US EPA) Office of Air Programs (OAP), Clean Air Markets Division (CAMD) anticipates awarding multiple cost-plus-fixed-fee contracts with a one-year base and four one-year option periods. The procurement will be conducted as a partial small business set-aside. Up to two (2) contracts will be awarded to Small Businesses and up to two (2) contracts will be awarded to Other Than Small Businesses. Otherwise, the solicitation will be for full and open competition after exclusion of sources, as power generation companies and point source emitters of Hg, SO2, NOx, and CO2 will be ineligible for award. The solicitation is expected to be released on the FedBizOpps.Gov website or around September 20, 2012. The solicitation package, as well as other related documents and information, will be posted on the EPA website at the link provided above. Offerors are not required to respond to all task areas. However, there are minimum bid requirements depending on whether the offeror is Other Than Small Business or Small Business. These requirements are as follows: Small Business Offerors (includes: Small businesses, Small Disadvantaged Businesses, Woman-owned Businesses, HUBZones, Service-disabled Veteran Owned Small Businesses) are required to submit proposals for Task Nos. F and G, as well as either Task Nos. A and C or Task Nos. B and D. Large Business Offerors and offerors that do not qualify as Small Businesses Offerors are required to submit proposals for Task Nos. F, G, H and I, as well as either Task Nos. A and C or Task Nos. B and D. The task areas, from A to I, are: Power Sector Modeling, Analysis and Assessment (Bottom Up Approach); Power Sector Modeling, Analysis and Assessment (Alternative Approach); Modeling, Analysis and Assessment of Other Source Sectors (Bottom Up Approach); Modeling, Analysis, and Assessment of Other Source Sectors (Alternative Approach); Sector Integrating Models; Other Economic Modeling, Analysis, and Assessment; Environmental Assessment, Evaluative Analysis, and Impacts Modeling (including Atmospheric, Ecological, Health Effects, and Cost/Benefits); Expert Panels, Work Groups, and Special Studies; and Technical Support Activities. The solicitation will identify the deadline for submission of any questions pertaining to the solicitation requirements. It will be at the Government's discretion to respond to any questions submitted after that deadline. All responses to questions, clarifications, and/or comments deemed necessary by the Contracting Officer will be provided via amendment to the solicitation. Interested offerors are advised to monitor the EPA Website at the above link and the Federal Business Opportunities website for the solicitation and for any other updates in regards to the solicitation. No paper copies will be furnished. **No response to this synopsis is required.
