Description
Summary: This notice is not a Request for Proposal/Quote or Bid. This sources sought is a market research tool to gain knowledge of potential qualified sources which will be used for planning purposes and to determine if potential sources exist to support this set-aside requirement. This information is not to be interpreted as a commitment by the Government. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government. This sources sought is in support of an anticipated acquisition of Armed Security Guard Services for the Small Business Set-Asides. The potential work hours will be 24/7/365 per year at the Internal Revenue Service (IRS) Campuses located in Austin,TX; Brookhaven, NY; and National Capital (Metro DC and New Carrollton, MD). The IRS Physical Security Emergency Preparedness (PSEP) provides program management & operations support to ensure all IRS PSEP programs are operating in an integrated manner to protect IRS employees, the public, facilities, critical business operations and assets. Through this synopsis, the IRS Midstates Procurement Branch is requesting the capabilities of contractors interested in providing these services. 8(a) set-asides are encouraged to respond. Instructions: All interested parties should submit a response in Microsoft Word or PDF Format. All information should be UNCLASSIFIED material only. Any company proprietary information must be appropriately marked. Information should not exceed 10 one-sided, 8 ½ x 11 typed pages, with one inch margins, and font no smaller than 12 point. Respondents should include as part of their submission: 1. Company name, address, phone number; a point of contact with email address; Data Universal Numbering System (DUNS); and small business status, if applicable, including status as a 8(a) business, service-disabled veteran-owned small business, veteran-owned small business, HUBZone small business, woman-owned small business, and/or small disadvantage business. 2. A summary of the company's past performance is providing services similar to those identified in the attached "draft" performance work statement during the past five years, including any on-going contracts. Include Contracting Activities/Agencies, Contract Numbers, Contract Value, Contract Period of Performance, Number of labor hours provided during the period of performance, and a point of contact at the Contracting Activity who can verify the information you provided. 3. A detailed listing of the IRS Campuses above in which you are interested in providing the services identified in the attached "draft" performance work statement. 4. A description of how you would staff the following positions with suitable, experienced, qualified, trained, personnel in each campus listed in your response to Question 3. Include in your description whether you would staff these positions through current in house staff or through staff augmentation as listed below: (a) Project Manager (b) Contract Manager (c) Watch Commanders (d) Guard II (e) Guard I Where applicable, please include in your response the most current Collective Bargaining Agreement (CBA).
