The original estimated minimum/maximum amount for the F-22 sustainment contracts was $10.6B under the 10 year business arrangement. This action will include an estimated ceiling increase of up to $1.9B for an estimated revised amount of $12.5B. Contract efforts are subject to FAR 52.232-18 availability of funds. The sustainment contacts contain multiple contract types at the contract line item level (e.g. Firm fixed-price, cost plus incentive fee, cost plus fixed fee, etc.). The F-22 aircraft blends low observables with advanced avionics, a highly maneuverable lightweight airframe, and the ability to supercruise. The F-22 is designed to detect, engage, and destroy any opposing force before detection. The FASTeR contract is a performance based logistics (PBL) agreement. The prime contractor, Lockheed Martin Aeronautics (LMA) serves as the Product Support Integrator (PSI) for the F-22 weapon system. In addition, FASTeR includes partnering with Ogden Air Logistics Center (OO-ALC) for Depot-level maintenance as a fundamental approach to long-term support. The contract includes elements of contractor logistics support, procurement activities, low cost modifications and software development support. All aspects of airframe/training systems logistics support are covered to include: Depot-level Aircraft Maintenance, Supply Chain Management, Depot Level Repairs, Replenishment Spares, Base level Consumables, On-site Operational Base Technical Support, Customer Service support, Sustaining Engineering, Training Systems Services (pilot and maintenance systems, on-base/off base), Integrated Maintenance Information System (IMIS) support, Technical Order Data (TOD), Combined Test Fleet (CTF) sustainment and Program Management Support. Procurement activities include initial spares (piece parts, support equipment, alternate mission equipment), Readiness Spares Packages (RSP) kits, support of Base Site Activations, Aircraft Structural Integrity Program (ASIP) activities, Structural Maintenance and Repair Team (SMART) Phase II TOD, and Depot-level repair activations of organic facilities. Low cost modifications include support equipment development and retrofits; and, if necessary, Urgent Response development and retrofit kits. Software development includes support for IMIS Software and Training System Software. Software development supports incorporation of additional capability, wholesale changes to operating systems, and a small amount of maintenance activities. The SPaRE contract is also a 10 year business arrangement, PBL service contract for the sustainment of Pratt & Whitney (P&W) F119-PW-100 engines supporting F-22 mission requirements. P&W efforts provide complete support and address support products and services in fleet management, maintenance, support equipment, technical order data, technical services, retrofits and supply chain management for 507 engines (includes 104 spare engines). In addition, SPaRE includes partnering with Oklahoma City Air Logistics Center (OC-ALC) for Depot-level maintenance as a fundamental approach to long-term support. SPaRE concept focuses on the system user priorities of availability, cost, accountability, and simplicity, which is consistent with the overall F-22 concept. The F-22 Contracting Branch is surveying the market to determine if any sources are qualified to perform all of the aforementioned requirements for this contract.
