- Solicitation SB1341-12-RQ-0549 Statement of Work Solicitation SB1341-12-RQ-0549 Applicable Provisions and Clauses THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58. The associated North American Industrial Classification System (NAICS) code for this procurement is 541712. This requirement will be competed as a Total Small Business Set Aside under the associated small business size standard of 500 employees. The Government anticipates the award of a firm-fixed-price purchase order to the offeror that offers the best value to the Government using the tradeoff method, in accordance with the evaluation factors for award described in this document. The Engineering Laboratory of the U. S. Department of Commerce, National Institute of Standards and Technology (NIST) has a goal to develop measurement science for Net Zero Energy, High-Performance Buildings. Products of the laboratory's research include measurements and test methods, performance criteria and metrics, and technical data that support innovations by industry and are incorporated into building and fire standards and codes. The NIST Metrics and Tools for Sustainable Buildings project (commonly referred to as "BIRDS") contributes to the Net Zero Energy Building Program. Its objective is to develop, integrate, apply, and deploy measurement science assessing the sustainability performance of whole buildings. NIST is taking a lead role, with its sustainability performance measurement methods and tools, in providing guidance to the building community on the life cycle environmental performance of whole buildings. This guidance will be strengthened through a science-based study of the environmental performance of buildings meeting criteria adopted by three major green building assessment systems. The purpose of this procurement is for the contractor to document and analyze LCA-based measurements and comparisons of the environmental performance of buildings complying with the three major green building assessment systems.
