- Description
- The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC) located at 260 Industrial Way West, Eatontown, New Jersey 07724, issued a sole source award to a Service-Disabled Veteran-Owned Small Business (SDVOSB) under the statutory authority permitting other than full and open competition 41 U.S.C. 253(c)(5), 'when a statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source', as implemented by Federal Acquisition Regulation (FAR) 6.302-5. For this action, 38 U.S.C. 8127(c), known as the Veterans First Contracting Program, provides the authority to directly contract with a SDVOSB. Firm-Fixed-Price, contract VA118-12-C-0028, was awarded to Dnutch Associates, Inc., 13 Branch Street, Suite 208, Methuen, Massachusetts 01844, for commercial-off-the-shelf (COTS) Reverse Auction enterprise software licenses and services to support the procurement process. Reverse Auction is a strategic sourcing concept where suppliers bid against each other in real-time to drive the price downward. Bids are conducted electronically in real time and will continue on until the no other supplier is willing to bid lower than the current bid. The period of performance consists of a 12-month base period and two, 12-month option periods. The total contract value is $426,183.79, the obligated contract value is $103,007.49.
