Description
1. Introduction/Purpose The Voice Services Group located at Headquarters, Federal Aviation Administration (FAA) has a requirement for the fabrication, delivery, and installation of approximately fifty Automated Surface Observing System (ASOS) / Automatic Terminal Information Service (ATIS) Interface Units (AAIUs). Approximately fifty airports lack the capability to broadcast current weather and other information from the airport's automated airport weather system (e.g. ASOS) over the ATIS ground-to-air transmitter when the airport tower is closed at night. AAIU is principally a switch enabling controllers to route either the ATIS recorder audio message or the automated airport weather system's audio message to each of the following: 1. VHF transmitter (commonly known as the ATIS transmitter); 2. Legal recorder; 3. Telco #1 - dial up access for ground users; 4. Telco #2 - dial up access for ground users When selected, the automated airport weather system's audio message replaces the ATIS recorder message for all four functions. More detailed information pertaining to AAIUs and FAA's requirements are provided in the Preliminary Procurement Specification (Statement of Work) for AAIUs (Attachment B). FAA's requirements include a test and evaluation activity, maintenance/ operator training, spares provisioning, and acquisition documentation. Vendors are invited to submit a Capability Statement describing their ability to meet the requirements identified in this survey and in Attachment B. Information provided through this market survey is for informational purposes only and will not be released. At this time the nature of the competition has not been determined. This market survey seeks potential vendors with the qualifications and capabilities to satisfy the AAIU requirements and to determine whether competition exists. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. 2. Incumbent Contractor (if applicable) There are no incumbent contractors. 3. Nature of Competition At present, the FAA has made no determination that a procurement will occur nor has the acquisition strategy been determined. 4. Market Research Standard: It must be emphasized that: (a)This is not a Screening Information Request or Request for Proposal of any kind; (b)The FAA is not seeking or accepting unsolicited proposals; (c)The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d)Any costs associated with the market survey submittal is solely at the interested vendor's expense 5. North American Industry Classification System (NAICS) Code 334290: Other Communications Equipment Manufacturing, Size standards in number of employees (750) 6. Submittal Requirements for Market Survey Survey responses are to be provided on company letterhead and limited to a total of five (5) typewritten pages and provide the following information: A.Capability Statement - This document should identify: 1. Type of services provided by your firm, 2.Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance), 3.Number of years in business B.Business Declaration Form - Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. (a completed Attachment A) Attached is a draft of the statement of work. Respondents are encouraged to review the statement of work and provide comments. 7. Delivery of Submittals Please e-mail submissions to Princess Cannon, Contracting Specialist, no later than 5:00 P.M. Eastern Standard Time, September 7, 2012. Responses should be submitted in a portable document format (i.e..pdf file); however, Microsoft Word is acceptable. Submittals must be in standard 8.5 X11 paper format. No type font less than 11 point may be used. Market survey responses received after the time and date specified may not be considered. The FAA prefers that all response submittals, including attachments, be submitted electronically to the following email address: princess.cannon@faa.gov. Other (if applicable) Vendors are invited to comment on these FAA requirements and provide any ideas for cost cutting (e.g. use of commercial-off-the-shelf equipment).
