Description

The Department of Veterans Affairs, Network Contracting Office 20 plans to issue a solicitation for construction services to upgrade the Residential Care Program, RCP security material condition. Full specifications and drawings will be posted with the solicitation. In accordance with Federal Acquisition Regulation (FAR) 52.219-6, this project is 100% set aside for Certified Veteran Enterprises Service Disabled Veteran Owned Small Business (SDVOSB) concerns. Size status of the successful contractor may be confirmed with the Small Business Administration prior to award. Bids submitted from firms not certified as small businesses shall be considered nonresponsive and will be rejected. In accordance with VAAR 836-204 the magnitude range for the project is between $ 500,000.00 and $1,000,000.00. The North American Industry Classification System (NAICS) code is Security Systems Services (except Locksmith) 561621 and the small business size standard is $12,500,000.00 in average annual receipts. The period of performance for the work is 190 calendar days after receipt of award. The work shall be performed in an operating facility and includes, but is not limited to, all tasks necessary for the security upgrade the Residential Care Program as detailed in full construction specifications and drawings. Tasks may include, but are not limited to: demolition, infection control, site preparation, hazardous material abatement (asbestos and lead); concrete work, masonry, structural steel, carpentry, electrical, utilities, wall finishes, and sustainability elements. The successful contractor will be required to coordinate this project with that of other contractors performing work in close proximity at the facility. The items being upgraded pertain to specific areas that are not in compliance with the VA Handbook 1162.02, Mental Health Residential Rehabilitation Treatment Program, MH RRTP and Uniform mental Health Service 1160.01 handbooks which set the standards for patient and employee safety The VA will consider all bids received in a timely manner from viable Certified Veteran Enterprises Service Disabled Veteran Owned Small Business (SDVOSB) concerns, meeting the criteria outlined above and in the forthcoming solicitation.
