Description
Solicitation: NRMJ1000-12-02842BS Title: Improving CarbonTracker Flux Estimates over North America: A Multi-Species Lagrangian Inversion The National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division - Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Atmospheric and Environmental Research, Inc., of Lexington, MA, for research in support of "Improving CarbonTracker Flux Estimates over North America: A Multi-Species Lagrangian Inversion". The sole source determination is based on NOAA's requirement for services necessary to develop a Lagrangian optimization module for CarbonTracker and to perform a set of CO2 and multi‐species optimizations. This requires an upgrade to the NOAA Air resources Laboratory's Hybrid single Particle Lagrangian Integrated Trajectory (HYSPLIT) model to compute accurate sampling footprints corresponding to all North American measurements used in CarbonTracker for the period 2007 to 2010. Atmospheric and Environmental Research, Inc. has developed the coupling between the Weather Forecasting and Research (WRF) and Stochastic Time-Inverted Lagrangian Transport (STILT) models, including innovations in the WRF model to output meteorological driver data that has been optimized for use with Lagrangian models. Atmospheric and Environmental Research, Inc. is the only known vendor that can meet the government's requirement. Period of Performance: One year. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
