- GCS-Clarification Question to RFP This question came in this morning. Due to the suspense for Past Performance Volume delivery, NLT tomorrow, 9 Aug, by 3:00 MST, the question and answer are being posted to FBO. Question: 1. In Section L 1.1, the general information instructions say that 'The electronic version shall be 2007 Microsoft Office Suite compatible and delivered on a PC-compatible compact disk (CD)...' The Past Performance volume calls for copies of the teaming agreements the prime has with each teammate and the letters from each subcontractor (L3.2.4) providing their consent to release of their past performance information to the prime contractor. Since these documents were signed and scanned into a.pdf format by each contractor per standard office practices, they are not technically in Microsoft Office any longer but are in Adobe software format on the compact disks (although Microsoft Office Suite 2007 can read the.pdf files). Is it acceptable to the Government that the compact discs contain.pdf files? RESPONSE: Technically, the offeror could deliver scanned/signed PDF as an imbedded document in MS Office Word and be compliant.
