- Solicitation Number: Notice Type: SOL-OAA-12-000092 Pre-solicitation Synopsis: Pre-Solicitation Notice: Support Services for Instructor Led and Web Based Training Worldwide for USAID The United States Agency for International Development (USAID), Office of Acquisition and Assistance (OAA) anticipates issuing a Request for Proposal (RFP) to seek innovative proposals to provide services in support for but not limited to, technical assistance to develop, design, deliver and periodically update existing and new Instructor-led and Web Based training (ILT/WBT) courses to be conducted in Washington, DC and at the USAID Missions overseas. The Contractor may also be required to provide facilitation and management support for conference to be held in Washington or at any of the USAID Missions overseas. USAID anticipates awarding a single award Indefinite Quantity Contract (IQC) for any resulting solicitation issued. USAID anticipates that the maximum ordering limitation of the contract resulting from this RFP will be $60,000,000.00 over a five (5) year ordering period. The contract period of performance will consist of one (1) Base Year and four (4) Option Years. Note: that this ceiling applies across all contract and Task Orders and cannot be exceeded in the aggregate. The NAICS Code for this procurement is 611430 Professional and Management Development Training. The Business size standard is $7,000,000. The solicitation will be posted on the FEDBIZOPPS web page (www.fedbizopps.gov) not less than 15 days after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, copies of the solicitation will not be available for pick-up, and no walk-ins will be allowed. Offerors are advised to periodically monitor the above website for updates concerning this procurement. Telephonic requests or inquiries will not be taken. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of proposal.
