- Purpose of Announcement: In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source, via single-source procedures. The FAA intends to award a single-source contract to Exelis in Fort Wayne, Indiana for the acquisition of Multimode Digital Radio (MDR) Intellectual Property for the Very High Frequency (VHF) CAVU-2100 MDR equipment. The VHF equipment is a proprietary design of Exelis and they possess all the rights to the detailed technical data and testing and maintenance of the equipment. A competitive solicitation is not available for this acquisition. The FAA is not seeking nor accepting unsolicited proposals. The FAA will not be liable for any costs associated with the preparation of responses to this announcement nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. If your firm does not agree with this single source determination, please provide evidence of your firm's capabilities and experience in providing the services outlined above and the FAA will evaluate this accordingly. All responses pertaining to this announcement must be directed in writing electronically to the Contracting Officer, Dana D. Brooks at e-mail address dana.d.brooks@faa.gov not later than 12 noon, Eastern Standard Time, 15 August 2012.
