- Solicitation No. A12092 in support of Master Black Belt Training Support Service. The U.S. Department of the Treasury, Office of Treasury Procurement Services anticipates a single award of a Delivery/Task Order for Master Black Belt Training and Support Services. Only those offerors that posses and submit responses in accordance with the established BPA for Lean Sigma, BPA No. T10-BPA-009, T10-BPA-010, T10-BPA-011, T10-BPA-012 and T10-BPA-013, the appropriate GSA Mobis Schedule and the attached Performance Work Statement will be considered for award. The proposed contract will be prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 13.3, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested. The solicitation number RFP A12092 is issued as Request for Proposal, under simplified acquisition procedures. The North American Industry Classification System Code is 541618 and the small business size standard is $7.0 Million. All responsible sources may submit a proposal, which, if timely received, shall be considered by the Government. The contractor shall provide Master Black Belt Training Support Services as described in the solicitation. Evaluation/award will be made based upon the best value methodology. The proposal evaluation will be in keeping with the minimum requirements outlined in the PWS, with the award favoring the best value to the Government. Any proposal accepted by the Government that results in a contractual acceptance by the bidder shall ensure delivery of the described requirements. As a result of analyzing responses to this RFP, the Contracting Officer will issue a delivery/task order and no additional synopsis will be published. All responsible sources that can provide the above stated requirement shall submit a proposal by the following method: electronically via E-Mail to: minnie.p.wright@irs.gov no later than 2:00 PM Eastern Standard Time (EST) on August 15, 2012.
